Copy of Ministerial Directions in respect of LCW/LVWRA and PIP

We're waiting for Benjamin Nunn to read recent responses and update the status.

Dear Department for Work and Pensions,

I am making a request for information on Ministerial Directions in respect of:
- Universal Credit
- Personal Independence Payment
- Health Assessment Service

My understanding is that both the Secretary of State and permanent Secretary must sign off relevant implementation of legislation (universal credit regulations and social security <PIP> regulations.)

I am seeking to understand if a ministerial direction has ever been issued in respect of Universal Credit, PIP or HAS. Or whether this was discussed by the permanent secretaries office.

I’d also like a copy of the ministerial sign off including risk assessments for HAS and PIP. From its passing in 2013 through to present.

Dear Department for Work and Pensions,

Thank you for your reply. For confirmation:
- You have never completed a risk assessment for the implementation of the health assessment service or personal independence payment from a policy or delivery perspective?

The reason I ask is that significant questions were raised about the delivery of PIP and recorded in Hansard. Further all your procurement documents will contain relevant risks.

It is highly unlikely that such a policy would never of had a risk assessment, and if the risks of adopting the legislation were never assessed that may indicate gross negligence.

So I’d like to appeal against your decision and ask once more for the risk log or risk register or risk assessment of the PIP or HAS policy / implementation.
