Thank you for your Freedom of Information request submitted to the SEUPB
through the What Do They Know website.

 

In order for your request to be processed, can you confirm your request
relates to Phase 1 of the SWELL project only?  The SWELL project is being
implemented over 2 phases.  Phase I of the project was approved at a value
of €3.3m and is now complete.  The successful completion of Phase 1
resulted in a further application for phase 2, which was subject to a
project assessment and funding decision.  The Phase 2 application was
successful and is currently being implemented.  Both phases of the project
have a combined maximum budget of €35.2m.

Indeed if it were 3.28 or 3.3million, perhaps you could clarify why there is anomaly in your response with the published document endorsed by SEUPB?

Notwithstanding this issue, it is evident that this is the only SWELL project that was secured in 2017 for the purposes outlined in my request.

I am writing to request an internal review of Special EU Programmes Body / Foras Um Chláir Speisialta An AE's handling of my FOI request 'Copy of all assessment findings from SWELL 2017 Funding on Carlingford Lough and Lough Foyle'.

Firstly, there was an inappropriate extension requested which provided for a delayed date of 26 August (ie 35 working days after my request).
The information was not received until two days after this date.

Information that was requested was not diverse in nature and would be filed together within your Department. It is also reasonable to assume that the information is readily available as the programme is still running in its 2nd phase which is reliant upon information from it 1st Phase (the latter requested here).

The manner in which the information is provided to me is not clear. I cannot find any assessments that were undertaken as part of Phase 1 only information on the programme itself which was not asked for other than the application or bid document.

I am still awaiting the assessments that were undertaken in the Phase 1 that are determining Phase 2 activities. It was made clear that I referred to Phase I assessments as these were "carried out under the 2017 SWELL …" programme. Documents such as the structure of the team and financial information are not relevant to this request. These were not outcomes of the Phase 1 programme.
