Dear Northern Ireland Transport Holding Company,

I am writing under the Freedom Of Information Act 2000 please.

May i please have a copy of all of the LTP unit diagrams for SX/SO/SU (Monday to Friday and Saturday and Sunday) for Translink Northern Ireland Railways please.

Could i please request both the current copies for the current timetable and also new copies for any future timetable changes if you have them already.

Just to clarify exactly what i am requesting i would like the same thing as other TOCs have published in reply to many peoples requests and on their websites:

So these are just the unit diagrams that show all the services that each unit works on each diagram. So you should have the same for the NIR network showing all the 3000 and 4000 and De Dietrich diagrams and any other diagrams.

But i am just requesting them for Translink Northern Ireland Railways please. As i have been unable to find any versions for yourself online.

Response

As required by section 1(1)(a) Freedom of Information Act (the “Act”), we
can confirm that we do hold the information specified in your request.  

However, the requested information is exempt from release under section 38
of the Act, ‘health and safety’. This exemption applies where disclosure
of the information would be likely to cause endangerment to the safety of
individuals. The information requested contains intricate, detailed
information on the operation of our trains and schedule of works. 

Disclosure made under the Act is deemed to be a ‘disclosure to the world
at large’ and therefore by releasing this information, we would be leaving
our network vulnerable. Whilst we make no suggestion that you would use
this information for anything other than your own personal interests, it
could be used by individuals who wish to cause harm or disruption to our
customers, staff and network. While we recognise that understanding the
workings of our network is predominantly an individual and personal
interest, the public interest in protecting individuals and infrastructure
is our upmost priority. It is asserted, therefore, that the balance of the
public interest in maintaining the exemption outweighs the public interest
in disclosure.

It will be useful to point out that our non-disclosure of similar
information has already been the subject of an appeal to the Information
Commissioner’s Office (ICO), and that the regulator upheld Translink’s
decision not to disclose the information.

 

Review Procedure

If you are not satisfied with this response, you may request a review by
writing to the Translink General Counsel and Company Secretary, who has
overall responsibility for Freedom of Information and Data Protection
issues within this organisation. Correspondence should be addressed to the

If having exhausted the review process you are not content that your
request or review has been dealt with correctly, you have a further right
of appeal to the Information Commissioner who will make an independent
