Copies of periodic communications between the Vice-Chancellor and staff

We're waiting for James Murphy to read a recent response and update the status.

Dear University of Huddersfield,

I am writing to request copies of periodic communications between the Vice-Chancellor of your institution and all staff working at the University. These circulars might be sent by email and/or placed on the university intranet and may be described as Vice Chancellor’s Updates or something similar. Could you please provide all such communications for the last 5 years or as long as you have recorded if this is shorter?

Dear Mr Murphy,

Our response to your request for information is provided below and in the attached document. Please note that the University does not hold a complete central record of staff notices issued over the last 5 years; we do not retain these as a matter of course.

We would highlight that any third party personal data has been redacted under section 40(2) of the Freedom of Information Act 2000 which provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle contained in the Data Protection Act (DPA).

The University has withheld a small number of communications by way of the following exemptions of the Freedom of Information Act :

Section 40(2) personal data for reasons outlined above.

Section 43(2) commercial sensitivity; the commercial interests of the University would likely be prejudiced by disclosure, given the increasingly competitive nature of the HE sector. Having considered the public interest, the University's decision is to withhold the information.

Section 36(2)(c) ; the University has established the 'qualified person's' reasonable opinion that disclosure of the information would prejudice the University's ability to conduct its affairs effectively and the University has concluded that the S36 exemption is engaged. Having considered the public interest, the University's decision is to withhold the information.

I hope this response satisfies your request, however, if you are dissatisfied with the handling of your request, you have the right to ask for an internal review. Internal review requests should be submitted within 40 working days from the date of our response to your original request and should be addressed to the University Secretary, University of Huddersfield, Queensgate, Huddersfield HD1 3DH or by email to [University of Huddersfield request email].
