Coopers Hill Campus development - Ex Brunel site.

We're waiting for Bob Mclelllan to read recent responses and update the status.

Dear Runnymede Borough Council,

I would like to know the following:

1. The amount of rates that RBC has estimated that they will receive from the development of the care home, the "affordable housing" and the student accommodation on the Coopers Hill ( ex Brunel) site.
2. What contribution the developers have made towards local infrastructure and amenities and a list of such contributions. Have they made any other related contributions to RBC?
3. Whether any part of the site will be accessible by local residents?
4. What are the plans to improve the road access by the Coopers Hill triangle and the dangerous bend in the road? Are there any plans for any road improvements?
5. When is the building works due to be completed?

2. What contribution the developers have made towards local infrastructure and amenities and a list of such contributions. Have they made any other related contributions to RBC? The section 106 legal agreement provides for the following contributions:

Bus shelter on Coopers Hill Lane (close to student accommodation/in front of public car park)
Upgrading to 2 existing bus stops closest to the site on St Judes Road & Middle Hill (northbound & southbound) by realigning the kerbs to improve accessibility & to ensure DDA compliance
Community Contribution - £400,000 towards the costs and maintenance of community social and physical infrastructure projects in Englefield Green that benefit new and existing residents; Minor Projects contribution (£85,253) towards worthy small projects or causes in the local area of Englefield Green which benefit or will benefit both new and existing residents. NB £200,000 of the Community Support Facilities Contribution has been paid.
Cycle lane contribution (of £100,000) towards the provision of a cycle lane link following the route along the eastern unadopted part of Coopers Hill Lane to Egham. Not yet paid.
A footway linking the property to the existing footpath on Coopers Hill Lane
A kerb build out at the Coopers Hill Lane triangle
Provision of a vehicle activated warning sign and slow road safety markings on Priest Hill in connection with the northern junction with Coopers Hill Lane
£15,000 contribution towards the provision of real time bus information at the bus stops within the local area of Englefield Green
The provision of a sports pitch & clubhouse in the student area of the site (reasonable endeavours to agree public use - with management & booking protocol)
A £10,000 fee towards the cost of monitoring and administrating the obligations contained in the S106 agreement
A £6,150 Travel Plan auditing fee
Travel vouchers of £100 per unit to spend on local public transport
A contribution of £79,905 towards the provision of the yellow bus service within the local area of Englefield Green
Monitoring of Langham Ponds

Other relevant community infrastructure secured by condition:
Provision of a play area
Public access to parts of the site, and pedestrian access from Oak Lane
A Landscape and Ecology Management Framework Plan for the future management of the estates

3. Whether any part of the site will be accessible by local residents?
Yes, much of the site will be accessible to residents: Conditions were imposed on the various permissions to provide a permanent pedestrian access from Oak Lane, and access secured to the majority of the amenity spaces in the open parts of the site (with the exception of the parkland and woodland conservation areas beyond the northern side of Presidents Hall & a small area on the far western side adjacent to Oak Lane) from 7am or sunrise (whichever is the later), until dusk. As part of the permission for the extra care accommodation, a scheme is to be submitted setting out measures to facilitate public access to the site and facilities permitted and measures to facilitate the support of older people in need of care in the community (details to be submitted prior to occupation of the first extra care unit); & reasonable endeavours are to be taken by the owners to secure public use of the sports pitch & clubhouse.

4. What are the plans to improve the road access by the Coopers Hill triangle and the dangerous bend in the road? Are there any plans for any road improvements?
Various highway improvements were secured by the S106 - still under discussion between the applicant and Surrey County Council as County Highway Authority

5. When is the building works due to be completed?
This information is not required by the planning permission but we have asked the applicant who has estimated August 2018 for the student accommodation , extra care November 2019 and Private residential May 2020. These are only estimates.
