John H Hutchinson

Dear Wirral Metropolitan Borough Council,
I notice from the Priority Action Plan 2018-19 that at Ref 4 Heswall and Ref 5 Wirral Waters, Seacombe and Birkenhead are mentioned for special action but that no other Wards of the Borough are specifically mentioned.

1. Why are other Wards ignored, please?

2. Are Wards not mentioned excluded from the Priority Action Plan?

3. Various implementation dates are quoted as in, for example, Ref 6, Ref 7, Ref 8. Have or will those dates be met, please, and what publicity has or will be given to the projects mentioned?

Yours faithfully,

John H Hutchinson

Dalton, Chelsea, Wirral Metropolitan Borough Council

Dear Mr Hutchinson,

Thank you for your recent request made under the Freedom of Information
Act. Below is the questions you asked and alongside are our responses, as
we do not possess any 'recorded information' in order to retrieve,
concerning some of these questions you have asked. In particular
Question’s 1 & 2 appear to be based on the allusion that mentioning
specific wards in relation to any proposed changes somehow ignores other
wards that may possibly require attention on the whole, we would like to
assure you, that this is not the case, area’s deemed a priority, so far,
are those that require more attention & work for an overall attractive
looking borough.

“I notice from the Priority Action Plan 2018-19 that at Ref 4 Heswall and
Ref 5 Wirral Waters, Seacombe and Birkenhead are mentioned for special
action but that no other Wards of the Borough are specifically mentioned”.

 1. Why are other Wards ignored, please?

The climate change strategy to which the priority action plan relates,
covers the whole of Wirral.  The priority action plan supports action
across Wirral.  Mentioning particular wards in relation to some actions in
the plan simply denotes there is an area focus to that action it does not
mean other wards are ignored.   In both of the cases cited there is an
intended exemplar role, e.g. by demonstrating the use of the open green
map system in Heswall there is the opportunity for "greater awareness
about the potential of the open green maps system in Wirral and Liverpool
City Region", Sustainability Central intends to 'showcase' climate-related
action

 2. Are Wards not mentioned excluded from the Priority Action Plan?

As above

 3. Various implementation dates are quoted as in, for example, Ref 6, Ref
7, Ref 8.  Have or will those dates be met, please, and what publicity
has or will be given to the projects mentioned?

we are still within the timeframe of the action plan.  The most recent
update on progress with respect to the plan was produced in May - an
internal document shared between myself and colleagues in the intelligence
team.  A copy is attached.  For the climate change-related work of Wirral
Council covered in the plan, publicity would principally be via the
following channels:

Main council website via climate change pages Wirral View (publication and
online) Wirral Council's  'Environment' e-news bulletin Wirral Council
social media, including dedicated @CoolWirral twitter account Blog posts
on the Cool Wirral Project page on Semble.org

It is worth noting that the action plan is for the wider Cool Wirral
Partnership, not just Wirral Council.  Actions led or involving other
partners may therefore use additional publicity channels (including social
media, newsletters, email lists, websites, posters, leaflets etc.).

I trust this information assists with your enquiries.

If you were dissatisfied with the result of your internal review, you also
have the right to complain to the Information Commissioner at:

Dear Dalton, Chelsea,
At Point 3, reference is made to "we" and "myself". May I assume that "we" is Council and that "myself" is not yourself? If I am correct with the second matter, may I know who it was that shared the document?

A copy of that document was not attached.

In the list of publicity channels, there are commas missing. Am I correct, please, in reading the list as

Main council website via climate change pages,
Wirral View (publication and online),
Wirral Council's 'Environment' e-news bulletin,
Wirral Council
social media, including dedicated @CoolWirral twitter account, Blog posts on the Cool Wirral Project page on Semble.org.

Yours sincerely,

Dear Mr Hutchinson,

Thank you for your most recent email. I regret to hear that you felt the
previous response was dissatisfactory. I apologise for the error in which
the "Cool Wirral Partnership" document was not attached. I have now
attached this for your viewing. Please see points mentioned in your
response, I wish to resolve.

 1. Yes, you are correct, by means of negative of commas in the list of
publicity channels, the grammar mistake was mine, again, I do
apologise.

 2. Upon using the term "we", this does consist of the council as a whole
public body.

 3. When mentioned "myself", this did mean me as an officer, as the
document was shared with me, via Environmental Health, while collating
a substantive response to your initial request.

I hope this clears up matter for you.

If you remain dissatisfied & wish for an internal review, please direct
your request to [1][Wirral Borough Council request email] and your request will
be allocated for review. You also have the right to complain to the
