Converting License

We're waiting for Maxwell Moyo to read recent responses and update the status.

Hi, I've been in the UK since 2015, i had lost my International driving licence from zimbabwe, but i've just recovered it. I had already applied for a UK provisional licence, can i still convert it?

Thank you for your enquiry received on 28/2/2018.

I appreciate you contacting DVLA to seek clarification on the matter.

Thank you for confirming you hold a Zimbabwean licence. In order for us to
confirm weather we can exchange the licence we need to know if you passed
your driving test in Zimbabwe and if licence is still valid.

If the answer is yes to both of the questions, then please follow the
instructions below to exchange your licence:
 

Car and Motorcycle Licence Holders
If you passed your driving test in Zimbabwe, you can drive all the
vehicles shown on your driving licence for up to 12 months from when you
became resident in GB (as long as the driving licence remains valid). 

If you want to drive for over 12 months you will need to exchange your
driving licence for a GB driving licence.

Please note: If you passed your driving test outside of Zimbabwe you may
not be able to exchange. See the advice [1]here for further information.
 
Lorry and Bus Licence Holders
You can’t drive lorries or buses in GB on your driving licence. You will
need to exchange your licence and pass a GB driving test in the vehicle
required.
 
Want to exchange your driving licence?
You can apply to exchange a valid driving licence within 5 years of
becoming resident in GB.  We can only exchange car and motorcycle
entitlement, not lorries or buses.  

You’ll need to complete a D1 application form for cars or
motorbikes. These can be ordered [2]here. Alternatively, you can get one
from selected [3]Post Offices® that offer driving licence transactions.   

Remember:

            To include your current driving licence, and if you hold a GB
provisional licence this will need to be returned.
            Your Zimbabwean driving licence will not be returned to you. 
We must send it to the issuing authority as part of our                 
exchange agreement.
            No fee is needed, if you have already paid for the provisional
licence.
            No ID is required, if you already sent it to us to apply for
your provisional licence.

How long will it take?
Please allow up to 3 weeks for your driving licence to be sent to you.
This can take longer if we need to check your health or personal details.

 IF NEEDED
Probation, provisional and restricted licences are all acceptable for
driving in GB and exchanging.  
We cannot accept Learners licences or L categories.
 
IF NEEDED
I am afraid that your licence does not allow you to drive large vehicles
in GB or exchange this entitlement for the British equivalent. Whilst we
have licence arrangements with Zimbabwe, these apply only to small
vehicles such as cars and motorcycles.
The acceptance of large goods vehicle and passenger carrying vehicle
entitlements from designated countries was always a temporary arrangement
pending resolution of the legal position.

This was confirmed in April 1998 and was based on statutory provisions on
which we have no discretion. Since then we have no longer exchanged these
entitlements.

I trust this information will allow you to resolve matters promptly.
