6. Was the expected time from a contract awarded to go-live had been met? If the time did not meet then please provide the reasons for the delay.

In response to your request for information I can confirm that Derbyshire Fire and Rescue Service does hold the information you request as follows:-

1. Who is the provider of your Computer Aided Dispatch (CAD), Integrated Communication Control System (ICCS), Station end equipment, mobile data devices, and mobile data application solutions (brand, model etc)?

2. What is the cost of the Contract for Computer Aided Dispatch(CAD) and Integrated Communication Control System (ICCS), Station end equipment (used at the fire station), mobile data devices, and mobile data application solutions1 with maintenance, support, and integration?

The maximum total charges payable by the customers under the contract are; £4,000,000 for the system, implementation and integration, the maximum service charges over 7 years are £3,400,000, these costs are split between the three FRS's in the buying consortium. The charges for the implementation and support are not disaggregated beyond the figures quoted, therefore cannot be attributed to individual line items as described.

3. How long is the contract period and is it completely paid by the Derbyshire Fire and Rescue Service or by the buying consortium?

The contract DFRS are party to is 7 years with an option to extend for a further 3, Derbyshire Fire & Rescue Service are part of a buying consortium with Leicestershire Fire & Rescue Service and Nottinghamshire Fire & Rescue Service. Costs are split equally between the 3 FRS’s.

4. How many months did it take to implement the complete solution after awarding the tender?

26 months.

5. Please provide the breakdown of price according to ICSS, CAD(computer aided dispatch), Station end equipment, mobile data devices, and mobile data application?

The service for all of the elements described are part of a managed service and are not itemised, therefore the costs per element cannot be provided.

6. Was the expected time from a contract awarded to go-live had been met? If the time did not meet then please provide the reasons for the delay.

No, The reasons for delay were:
-A difference in understanding and expectations between the supplier and the customer of the functionality contained within the functional design document provided by Systel FR in the tender response.
-Changes in Key staff during the Tendering and Project delivery phases at the three FRS’s and Systel FR, due to staff moves, promotions, changes in organisational design, retirements and leavers.
-Differences in the UK and French Firefighting deployment models, which were not understood during the procurement phase. These differences led to the supplier re-writing elements of the CAD product, which the supplier had not forseen.
-The data centre operating model was changed from 2 data centres to three at the request of the FRS’s immediately prior to contract award, increasing the complexity of the design of the CAD systems resilience model.
-Changes requested by the three FRS’s in the CAD system operating resilience requirements after contract award.
-Differing expectations and understanding of the MDT functionality requirements agreed in the contract.
-Delays in the contract negotiations with Airwave leading to delays in the installation and configuration of the SAN-H at Derbyshire FRS.
-Moves of Derbyshire and Leicestershire FRS HQ’s during the project period reducing FRS staff availability to the implementation project.
-The three FRS’s committing staff to various internal projects limiting their availability to the implementation project.
-The quality of the product descriptions provided by Systel FR for some of the functional requirements did not meet FRS expectations and required reworking.
-Strike action by operational employees in December 2013 impacted on availability of FRS staff to complete tasks
-Delays in FRS’s providing functional specifications for modifications to Systel FR.
-Changes in ways of working not being conveyed to or understood by Systel FR leading to delays in delivery of solutions to match FRS ways of working
-The contract is shared between Leicestershire Fire & Rescue Service (LFRS), Derbyshire Fire & Rescue Service (DFRS) and Nottinghamshire Fire & Rescue Service (NFRS)

7. Is there a correlation between purchasing a non-UK-made solution and delays?

There is no documentary evidence nor analysis by DFRS , of implementing a different CAD solution provided by a UK based company as a comparator to enable this question to be answered.
Any answer would be conjecture and therefore inappropriate to answer under the Freedom of Information Act.
