Please provide information regarding the following questions:

1. The difference between contribution-based benefits and
income-based benefits
2. The rationale behind claimants on contribution-based benefits
not being automatically entitled free health and dental costs while
claimants on income-based benefits are automatically entitled to
these
3. The rationale behind claimants on contribution-based benefits
not being eligible to apply for loans and grants while claimants on
income-based benefits are eligible for these
4. The person(s) who came up with the idea of income-based and
contribution-based benefits

Thank you for the response. Could you assist with one more question
relating to your response to the first question in my request,
please?

1. The difference between contribution-based benefits and
income-based benefits:

Contribution-based benefits are those for which entitlement is
based on the meeting of particular contribution conditions set out
in legislation. The relevant legislation also sets out conditions,
amounts and duration of entitlement. Income-based benefits, on the
other hand are paid to those whose income and savings (including
those of their partner) fall below the levels set out in
legislation. Contribution conditions do not exist for these
benefits.

Where can I find the relevant legislation which sets out the
contribution conditions that need to be met?
