Good morning, thank you for your email. 

Please be advised that on further review of your request it would appear
that the S106 Agreement required the payment of the contribution to the
County Council who are also a signatory to the Agreement. The Agreement
also requires the County Council to spend the contribution in accordance
with the definition contained in the Agreement.
