Penalty Charge Notices and contravention codes. 

 

You have asked:

 

1) A list of contravention codes which are enforced by Ashford Borough
Council - please include the code ID and the name / description.

 

2) An example of a PCN issued - a scan or photograph will suffice (either
of a redacted PCN or a System Test)

 

Here is the information you requested. 

 

Example test Penalty Charge Notices are attached, we issue two types, one
with an expiry and one with an observation time.

01 No waiting Parked in a restricted street during
prescribed hours
02 No waiting/loading Parked or loading/unloading in a
restricted street where waiting and
loading/unloading restrictions are in
force
12 No permit/ticket Parked in a residents’ or shared use

display ticket issued for that place
16 Permit space Parked in a permit space without
displaying a valid permit
19 Invalid permit/ticket Parked in a residents’ or shared use
parking place or zone either displaying

21 Suspended bay Parked in a suspended bay/space or part
bay/space
22 Re-parked with 1 hour Re-parked in the same parking place or
zone within one hour after leaving
22A Re-parked with 4 hours Re-parked in the same parking place or
zone within four hours after leaving
22B Re-parked with 40 mins Re-parked in the same parking place or
zone within forty minutes after leaving
22C Re-parked with 30 mins Re-parked in the same parking place or
zone within thirty minutes after leaving
23 Designated class Parked in a parking place or area not
designated for that class of vehicle
24 Outside bay Not parked correctly within the markings
of the bay or space
25 Loading area Parked in a loading place during

26 Double parked Vehicle parked more than 50 centimetres
from the edge of the carriageway and not

28 Raised Kerb Parked in a special enforcement area on
part of the carriageway raised to meet

89 Over weight/height Vehicle parked exceeds maximum weight
and/or height and/or length permitted in
the area
90 Reparked Re-parked in the same car park within
one hour after leaving
91 Reserved bay - class Parked in a car park or area not
designated for that class of vehicle
92 Obstruction Parked causing an obstruction
93 Car park closed Parked in a car park when closed
95 Purpose Parked in a parking place for a purpose
other than that designated
