I am writing further to your email of 30 July 2015, in which you asked for
a ‘a list of companies/ organisations etc. contracted to the PHSO - with
contracts over 10k’.  You asked for this information in relation to the
last two years.

 

Please find this data in the attached spreadsheet, which covers the period
from 31 July 2013 to the present.  This information covers all bespoke
contracts placed, which are generally tendered to meet high value and/or
particularly complex requirements.  In addition, some values are estimates
based on anticipated usage, which may change by the end of the contract.

 

Finally, PHSO has companies on a preferred suppliers’ list who provide
recruitment services on an ad hoc basis.  As no overall contract value is
established as part of these agreements, this information is not included
in the attached table.

Thank you ....but could you confirm that this is the entire list ( below) as the first three 'files' seem to be Facebook, Twitter etc?

I wasn't asking for the entire contracts - but had expected a fuller account of the nature of them, so, for the public interest, could you please provide a fuller description of the work that each contractor is doing as the descriptions given are too minimal understand how this public money is being spent.

And surely a plus £10k 'temporary' contract is still a contract? The only criteria requested is that over £10k.

If the temporary contracts were under this amount, then they would not be included.

So could you please confirm that the unnamed 'various suppliers ' were paid / are to be paid less than £10k and therefore need not be on the list.

I also note that ComRes.. Stakeholder research - is to be paid 'on completion'.

Please could you confirm that the company has not yet completed its work and also state ( along with the other companies) exactiy what work it is undertaking for the PHSO.

Although it does seem surprising that the PHSO seems to be spending yet more money on its 'relationship with its stakeholders' , instead of improving its its core business- that of responding adequately to complainants.

Quite a few of the PHSO's plus £10k contracts seem to be with reputational research companies.

The commonality seems to be 'managing' stakeholders.

ComRes.

This is what is says about itself:

Recruitment services

 

Please find this information below.  The totals provide overall totals for
the past two years, from August 2013 to August 2015.

 

Please note that PHSO’s preferred suppliers’ list was only established in
July 2015.  This means that some companies will not have been paid for any
services as yet.

 

The figures below include not only salaries but also additional charges
(pay rates as well as charge rates) paid to these companies for
recruitment services.  During the past two years, PHSO has been in a

Stating that the levels of staff satisfaction are increasing and therefore turnover should be down due to the new 'strategic leadership' of Mick Martin et al

I am pleased to say that one of the other indicators of staff morale is turnover. While turnover last year went up to 22%—19% if you took out voluntary redundancies—it is back down. Right now, it is 8.5%, but I would expect it to be back down to the norm of about 12% by the end of this year. What did I do about that? The most important thing I did was complete the recruitment of the executive team, so that we had the strategic leadership and we had the new expertise on service transformation. In March, we recruited Mick as our Managing Director with that expertise. What we are doing corporately I will ask Mick to cover.

The 'strategic leadership' doesn't seem to be addressing the issues on the front line. The obvious problem with the management structure at PHSO is that there is too much of it. The ratio used to be 1 manager to 30 employees.

That was before businesses decided on micro-micro- management.

The biggest problem is that they all have to justify their continuing existence...usually with a load of bent stats.

On the plus side, I suppose those with business management degrees are not swarming the streets.

We do not yet have a planned publication date for the 2014/15 annual
report and resource accounts.  The statutory deadline for HM Treasury to
publish its annual report is, pursuant to Section 6(4) of the Government
Resources and Accounts Act 2000, 31 January of the financial year
following that to which they relate.  PHSO has agreed to publish its
annual report and resource accounts by this date also.  For the year
2014/15 the deadline for publication of the annual report and resource
accounts is 31 January 2016.

And here's the government's own policy to public contracts over £10k ....

As part of the transparency agenda, the government has made the following commitments with regard to procurement and contracting:

All new central government ICT contracts over the value of £10,000 are to be published in full and online from July 2010
All new central government tender documents for contracts over £10,000 are to be published on a single website, with this information to be made available to the public free of charge
All new central government contracts are to be published in full from January 2011
