Contracts / Grants to new providers

Response to this request is long overdue. By law, under all circumstances, Wigan Metropolitan Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Wigan Metropolitan Borough Council,

Since the 2010 CSR the Council has been forced by Central
Government to make significant reductions on its spending plans
despite rises in poverty and considerable reduction in the living
standards of Wigan residents.

There has been a huge amount of change in the systems / governance
of commissioning local services through the introduction of the
Police & Crime Commissioners, restructuring in the City Council and
move from PCTs to CCGs.

In times of economic austerity sometimes the solution to stability
and ultimately sustainable growth comes from new ideas and
innovation of talent individuals and organisations entering into
the market. However, in my own experience since 2010 there seems to
be very little innovation in the way social outcomes are
commissioned in the city.

I am making a formal Freedom of Information Request to determine
how many new providers (those that had previously not been
funded by the Council) have received funding or been
award contracts to deliver public services.

I would like this information broken down to:

* Amount of Grant / Contract awarded to new provider and in what
year (e.g. 2010/11, 2011/12, 2012/13 & 2013/14)?
* What Division of the Council gave the award?
* Total Divisional budget for Grants awarded / Public Services
tendered by Division?
* Name of new provider & level of grant award / contract won?
* Summary narrative of each grant award / contract won by a new
provider?
* Legal Structure of each new provider (e.g. Ltd by Shares, Ltd by
Guarantee, Community Interest Company, Registered Charity, IPS)

Ultimately what I want to know is what percentage of Council
spending each year by Division is going to new (not been funded by
your local authority before) organisations since 2010 to now.
