Contracts 2010-2015
Dear Ministry of Defence,
I am writing with regard to the response to this FOIA request. https://assets.publishing.service.gov.uk...
This asked for all SCL payments since June 1 2010. The MOD responded saying there were two contracts only. One in fiscal year 2010-11 and another in fiscal year 2014-15.

that there were TWO contracts in 2014... one which completed in March 2014 (DUCO), and another contract in June 2014.
This means the MOD had three contracts, not two.
Please can you confirm why the June 2014 contract was not acknowledged in the orignal 2016 request? Can you review the process taken. This is particularly concerning if you initially lied or did not acknowledge two 2014 contracts took place and then deleted the information relating to the June 2014 contract, which has not been made public. Was any information deleted and if so when?
If when considering my request you find this will take too much time, please give me an opportunity to refine my request.

Apologies, to clarify, I mean to ask why the March 2014 contract was not mentioned in the 2016 FOIA response, not the June one, which apparently was mentioned. I want to know why two 2014 contracts were not mentioned here, whether this was an error and to see all documentation of the processing of the 2016 FOIA.

I am writing to request an internal review of Ministry of Defence's handling of my FOI request 'Contracts 2010-2015'. I wrote asking about this FOIA request which mentions two contracts or operations with SCL, one in fiscal year 2010-11 and another in fiscal year 2014-15. You have since confirmed to me here https://www.whatdotheyknow.com/request/8... that Project DUCO, ended on ended on 31 March 2014 and in your response here https://www.whatdotheyknow.com/request/9... you confirm that this was not a contract and was not funded and this is why it was not included in the 2016 FOIA list of contracts.
You do not however answer my principal question in FOI request 'Contracts 2010-2015' - I asked about the June 2014 contract, which very much IS mentioned in the 2016 FOIA. You said the contract mentioned in the 2016 FOIA release was a June 2014 contract NOT Project DUCO (DUCO was over by 31 March 2014 and was not acknowledged in the original 2016 request). I asked and you said 2014-2015 contract was 17 June 2014 here and you have not addressed my questions relating to this at all, you only talked about DUCO. https://www.whatdotheyknow.com/request/8...
So my question still stands: Was any information deleted relating to the June 2014 contract please and if so when? What do you hold on this? Can you review the process taken as it seems no information was released.
If DUCO was referred to as a contract erroneously in FOI 2022/09760/61 you need to make it clear when something is not classed as a 'contract' and is classed as something else, otherwise the public will consider the document one of the 'contracts' if you release a list of contracts with parallel dates. Also: What would DUCO be categorized as if not a contract please? 'Collaboration' is not an official term, is not in the contractor lists, and it is important for transparency to know what they should ask for to locate companies government works with.

The Department's target for completing internal reviews is 20 working days
and we therefore aim to complete the review and respond to you by 2
December 2022. While we are working hard to achieve this, in the interests
of providing you with a realistic indication of when you should expect a
response, the majority are currently taking between 20 and 40 working days
to complete. The review will involve an independent assessment of the
handling of the request and the outcome.
