The Information Commissioner’s Office (ICO) recognises the unprecedented
challenges all are facing during the coronavirus (COVID-19) pandemic.
 
In particular they understand that resources, whether they are finances or
people, may be diverted away from usual compliance or information rights
work. Whilst the ICO can’t extend statutory timescales, they will not be
penalising public authorities for prioritising other areas or adapting
their usual approach during this extraordinary period.
 
Therefore while the Council will make every effort to comply with the
Statutory Requirements you may experience understandable delays when
making information rights requests during the pandemic.

The Planning Portal per se is the name of a privately-run website for
planning matters ([1]https://www.planningportal.co.uk/) which the Council
have no control over.
 
However, if this request is referring to the web application that is
provided through Oxford City Council's website then the following
information would be relevant:
 
(1) Which contractor(s)  were used to develop the planning portal on the
OCC web site.     IDOX
(2) What were the initial costs of designing and developing the planning
portal site.      Costs covered by IDOX
(3) Which contractor(s) provide maintenance and software support for the
planning portal.     IDOX
(4) How many complaints has Oxford City Council received in the last 18
months for the planning portal. 
We do not have data on complaints for the planning portal.  It is an
external provider that serves planning departments nationally
 
(5) Where are the web servers for the planning portal located.
