Contractor Loans Settlement process
Dear HM Revenue and Customs,
Previous responses to FOI requests have stated that over 20,000 registrations were made expressing interest in settlement under CLSO2 following its announcement on 7 November 2017.
Given the apparent sharp increase in registrations after 18 May 2018 (when an FOI response stated that less than a quarter of that number had registered at that time) and significant delays my own clients have suffered in receiving responses would you please:
1. Confirm how many pieces of correspondence (whether sent by post or by email to [email address]) remained unanswered at 30 June 2018. Please do not count any automated responses or mere acknowledgment of receipt as correspondence having been dealt with.
2. Of the unanswered correspondence how many are older than:
a) 12 months
b) between 9 and 12 months old
c) between 6 and 9 months old
d) between 3 and 6 months old
3. How many settlement calculations have been sent to taxpayers under CLSO2 since its terms were announced in November 2017?
4. Please provide the total number of taxpayers that have signed an agreed letter of offer or settlement agreement t with HMRC since 7 Nov 2017.
5. Of those who have agreed settlement with HMRC how many taxpayers have been grated time to pay (or contract settlement by installment).
6. Of those with agreed contract settlements or time to pay agreements how many of those agreements exceed 2 years?
7. Please state the number of staff employed in the contractor loan teams dealing with that correspondence and provide the name, grade and contact details of that Officer.
All of the above information should be readily available to the Officer in charge of the settlement process as it includes no more than key performance indicators for management of the process.
