Dear Adur District Council,

Please provide information on the contract with NSL Services Group to manage parking in the Adur area, specifically:

* Duration and expiry date of the contract
* Contract value
* Any penalty clauses and corresponding penalty amounts for failure to perform
* Any penalties which have been applied during the contract period
* Performance review frequency and criteria
* A list of the processes and functions carried out by NSL on the council's behalf
* Any documents, guidelines or policy manuals issued to NSL by the council (including, but not limited to, processes for challenging PCNs, correspondence deadlines, power of discretion on cancelling PCNs etc).
* Details of any cost-benefit analysis carried out by the council prior to awarding the contract to NSL
* Details of due diligence carried out on NSL prior to contract award
* Details of any performance-related bonus scheme offered by NSL to its employees when delivering this contract (specifically, whether any relationship exists between the number of PCNs issued by an operative and his or her pay).

Thank you for your request made under the Freedom of Information Act 2000. I attach a partial response as follows:

5. Performance reviewed monthly by Key Performance Indicators and ad hoc checks

The manuals are a guide only

10. Details of performance related bonus - There is no such scheme no performance related pay irrespective of the number of PCNs issued.

If you are unhappy with the way that this request has been resolved, then you may ask for an internal review of this decision by writing to The Executive Head of Corporate and Cultural Services (Jeremy Cook) at The Town Hall, Chapel Road, Worthing, BN11 1HA.

You may also make a complaint under Section 50 of the Freedom of Information Act to the Information Commissioner, who can be contacted at Whycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF. However please note that he would normally expect that any internal review procedures have been exhausted prior to contacting him.

The Council has carefully considered the remainder of your request. The Council’s decision is to refuse to disclose this information to you for the following reasons:

• The Council considers that the information sought is exempt from disclosure under section 43 of the Freedom of Information Act the on the basis that disclosure of the information sought is commercially sensitive.

If you are unhappy with the way that this request has been resolved, then you may ask for an internal review of this decision by writing to The Executive Head of Corporate and Cultural Services (Jeremy Cook) at The Town Hall, Chapel Road, Worthing, BN11 1HA.

I would be interested in what you have found out... NSL Ltd and the contracts between councils.... I have issues with the way this arrangement is managed and want to investigate further
