To be clear are the relevant third parties you refer to in your reply, parties who had any involvement in the tendering process of contract PS/11/25, if not who are they.

As far as I am aware, having read section III.2 of the Contract notice, Conditions for participation (below) they have already been consulted.

Applicants should note that the UK Government Transparency requirements will be a condition of the proposed Framework Agreement. Those requirements include the publication of the contracting authority’s tender documents, the Framework Agreement and any call-off contracts exceeding 10 000 GBP placed under it.
There may be limited redactions of these documents at the sole discretion of the contracting authority in accordance with UK Freedom of Information legislation. In addition, the Freedom of Information (FoI) Act 2000 will apply. Applicants are required to specify all parts of the completed PQQ or other documentation over which they assert confidentiality, failing which the contracting authority is entitled to assume no confidentiality is claimed. Applicants should be aware that even when confidentiality is asserted, such assertions are subject to the condition on Government transparency referred to above; and material provided to the contracting authority may also be subject to a mandatory duty to disclose in accordance with UK Freedom of Information legislation.
