Contract Management policy and processes
Dear West Dunbartonshire Council,
I would like to be provided with the following information please:
Does the council have a policy or process to manage contracts and suppliers?
On the assumption that council does have above policy or process:
Was the policy or process agreed by elected members and if so, when?
Was the policy or process based on any supplier management industry standard process? If so, which?
Did all departments agree with the policy or process prior to implementation?
Does the policy or process require statistics to be monitored for adherence to the policy or process?
Does the council have measures to monitor whether the policy or process is applied to contracts?
If so, what is the council’s performance for the past 4 years of adherence to the policy or process?
When recommending the policy, did the council propose a cost saving for introducing the policy? If so, what was the annual cost saving proposed?
What has the council’s savings been against any proposed savings when recommending the policy or process?
If the council did not propose a cost saving, what was the justification for implementing?
If the council has not achieved savings targets, what actions were put in place to address, and have they been successful?
Does the council have any metric to monitor whether the policy or process results in any re- tendering or future savings due to efficiencies?
What is the estimated resource required in £ (estimated hours x average hourly rate) to report on the performance of suppliers in accordance with the policy?
What % of contracts awarded in each reporting year were deemed not to require monitoring?
When is the policy or process due for review or renewal?
How much money on average per resident has the introduction of the policy or process saved each year the policy or process has been in place? Total saved per year / total number of citizens.
