NYCC are committed to directly employing staff, only using agency workers
to fill gaps when all other options with internal staff and recruitment
have temporarily failed. We rarely use agency workers, limiting the use to
emergency or hard to fill assignments. We have looked at national
benchmarking data on agency spend in the public sector to see how we
compare and thought you might be interested in the finding to illustrate
our approach. There were 376 organisations spending a total of £1.1b
(£1,145,627,524). 

The average spend for all the organisations was £3m (£3,046,882) which is
significantly higher than the NYCC agency spend.  Reviewing spend
regionally in Yorkshire, NYCC’s spend is in line with several local
district councils and much lower than more comparable County or Unitary
authorities in terms of size and scale.

Our highest category of spend is on qualified social care (social workers)
this was in response to a staff restructure and increase in the number of
adult social workers required, and we are committed to recruiting directly
to these roles and reduction/removal of the use of agency in this area.
