I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

• What are the contractual performance KPI's for this contract?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

I can confirm that NHSBT holds the information you have requested. 

 

Please find attached a copy of NHSBTs specification for the contract for
the provision of Contact Centre Services - Contract Ref: NHSBT0910/S/SP

 

1.  Appendix 9 of the attached document contains the information you have
requested.

2.  48 Suppliers were contacted with 10 completing and submitting the PQQ.
8 progressed to the Invitation to Tender with only one completing a
submission.

3.  £31,097,602.89.

4. 1^st March 2018 to 28^th February 2023.

5. Please find attached a copy of NHSBTs specification for the contract
for the provision of Contact Centre Services - Contract Ref:
NHSBT0910/S/SP

 

The ODR specification at point 13.12 has been withheld on the grounds of
Section 31(a) the prevention or detection of crime. This is a prejudice
based exemption and is subject to the public interest test.

 

Factors in favour of disclosure

 

·         NHSBT recognises the general principle of transparency and
accountability through disclosure of information held by public
authorities.

 

 

Factors in favour of maintaining the exemption

 

·         Release of the specification would reveal how to undermine the
transfer of data and make our services vulnerable to attack.

 

·         Disclosure of the specification would allow a threat actor to
develop tools or methods to intercept into our services.

 

·         Release of the information would pose a real and significant
risk that it could be used by malicious actors to conduct cyber attacks
against NHSBT and assist in criminal activity.

 

Therefore, the public interest in maintaining the exemption outweighs the
public interest in disclosure.

to the Department of Health and Social Care. Its remit includes the
provision of a reliable, efficient supply of blood and associated services
to the NHS in England. It is also the organ donor organisation for the
whole of the UK and is responsible for matching and allocating donated
organs.
