Contract for Children and Adult Cycle Training

We're waiting for Mr M A Jewkes to read a recent response and update the status.

Dear Westminster City Council,

Following a recent Freedom of Information Request and subsequent Internal Review, we were advised by the City of Westminster that the 7 questions forming the foundation of our request for review were in fact ‘additional’ questions. Despite this ruling, as part of this response you stated that responses for the additional questions were provided, when in fact no responses were given – as per the extract below.

Internal Review
The purpose of an Internal Review is to investigate the handling of a request in accordance with the Freedom of Information Act 2000.
However, your email of 3 October asking for an Internal Review sets out 7 further questions in respect of the procurement.
These are additional questions to those posed in your request of 8 September 2017 and therefore your email of 3 October is a request for further information rather than for a review of the handing of your original request of 8 September 2017.
As a result no Internal Review has been undertaken, and a response to your new questions is provided below.
Response to new questions
1 - The date that the procurement process was published
2 - How and where the opportunity was published
3 - The deadline for proposals to be formally submitted
4 - The number of potential providers that expressed interest in this opportunity
5 - The number of providers actually submitting proposals
6 - Provide a copy of the Invitation to Tender document which was released
7 - Provide a copy of the contract award letter

In light of this, we would now like to request the following information be provided under the Freedom of Information Act:

City of Westminster have confirmed that cycle training for children and adults in the borough is provided by Cycle Confident following a competitive procurement process and that this contract ends in 2020. Please can you now advise:
1 - The date that the procurement process was published
2 - How and where the opportunity was published
3 - The deadline for proposals to be formally submitted
4 - The number of potential providers that expressed interest in this opportunity
5 - The number of providers actually submitting proposals
6 - Provide a copy of the Invitation to Tender document which was released
7 - Provide a copy of the contract award letter
