Dear Sir/Madam

We note that on 12 July 2017, it was announced by your officers that Carillion Tarmac had been chosen to do Phase 1 work. It was noted that six contractors were invited to tender for bridge and associated works, but that only five put in offers. A successful tender was made by Carrilion TarMac, based on price and quality, and that the value of the contract was £5.5 million for bridge, jetty & work in “Phase One” of Chisholm Trail.

Please can you confirm :

1. On what date the contract was signed with Carillion in relation to the Abbey Chesterton Bridge and Phase 1 Chisholm Trail
2. What the value of the contract let was;
3. What the total spend on that contract has been to date, including any liabilities, and what this spend was for and from what budgets it was taken;
4. The form of contract that was the basis of their appointment, in particular whether it allowed for procedure through to construction e.g. two-phase tender;
5. Whether the works for Chisholm Trail and Abbey-Chesterton Bridge were financially seperated within the contract;
6. The value proposed to complete the works by Carillion after their preliminary investigations, broken down by task, and whether they accepted the initial value as correct
7. Whether Carillion was the lowest bid tendered, and who the other bidders were
8. Whether the financial stability of Carillion was taken into account during the bidding process

Request for internal review

I am writing to request an internal review of Cambridgeshire County Council's handling of my FOI request 'Contract between Carillion and Cambridgeshire County Council for Abbey-Chesterton Bridge'.

You have stated that the contract with Carillion is unsigned, but the Greater Cambridgeshire website states that "The work on the project that was being undertaken by Carillion and Tarmac Joint Venture will be carrying on as usual. The Greater Cambridge Partnership have had discussions with directors from both companies forming the joint venture and have received reassurances that the project will not be delayed as a result of the Carillion collapse." {https://www.greatercambridge.org.uk/news...

This would appear to indicate that there is and was a substantial signed contract in place with Carillion on the project contrary to what you have stated in your response.
