Contraceptive pills prescibed to women under the age of 16

Prescription Pricing Division did not have the information requested.

Dear Prescription Pricing Division,

I am writing to request information under the Freedom of

I would like to request the following information to be based on women under the age of 16 ordering prescribed contraceptive pills over the last 10 years. I would also like to know which areas gave out the most prescriptions.

How many women aged 10 were prescribed contraceptive pills for the each of the past 10 years?

What were the top 3 areas for each of the last 10 years to prescribe contraceptive pills to 10 year olds?

How many women aged 11 were prescribed contraceptive pills for the each of the past 10 years?

What were the top 3 areas for each of the last 10 years to prescribe contraceptive pills to 11 year olds?

How many women aged 12 were prescribed contraceptive pills for the each of the past 10 years?

What were the top 3 areas for each of the last 10 years to prescribe contraceptive pills to 12 year olds?

How many women aged 13 were prescribed contraceptive pills for the each of the past 10 years?

What were the top 3 areas for each of the last 10 years to prescribe contraceptive pills to 13 year olds?

How many women aged 14 were prescribed contraceptive pills for the each of the past 10 years?

What were the top 3 areas for each of the last 10 years to prescribe contraceptive pills to 14 year olds?

How many women aged 15 were prescribed contraceptive pills for the each of the past 10 years?

What were the top 3 areas for each of the last 10 years to prescribe contraceptive pills to 15 year olds?

I would be most interested in any information held by your organisation regarding my request.

Yours faithfully,

Kathryn Emerson

Dear Ms Emerson,

I am writing regarding your request for information, which I received on 7
November 2015.  In that request, you asked us for the following:

‘Dear Prescription Pricing Division, I am writing to request information
under the Freedom of Information Act 2000. I would like to request the
following information to be based on women under the age of 16 ordering
prescribed contraceptive pills over the last 10 years. I would also like
to know which areas gave out the most prescriptions. How many women aged
10 were prescribed contraceptive pills for the each of the past 10 years?
What were the top 3 areas for each of the last 10 years to prescribe
contraceptive pills to 10 year olds? How many women aged 11 were
prescribed contraceptive pills for the each of the past 10 years? What
were the top 3 areas for each of the last 10 years to prescribe
contraceptive pills to 11 year olds? How many women aged 12 were
prescribed contraceptive pills for the each of the past 10 years? What
were the top 3 areas for each of the last 10 years to prescribe
contraceptive pills to 12 year olds? How many women aged 13 were
prescribed contraceptive pills for the each of the past 10 years? What
were the top 3 areas for each of the last 10 years to prescribe
contraceptive pills to 13 year olds? How many women aged 14 were
prescribed contraceptive pills for the each of the past 10 years? What
were the top 3 areas for each of the last 10 years to prescribe
contraceptive pills to 14 year olds? How many women aged 15 were
prescribed contraceptive pills for the each of the past 10 years? What
were the top 3 areas for each of the last 10 years to prescribe
contraceptive pills to 15 year olds? I would be most interested in any
information held by your organisation regarding my request. Yours
faithfully,’

I am writing to ask you to clarify your request.  This is because we need
further details from you in order to identify and locate the information.

Therefore I would be grateful if you would please clarify the following:

1.     Contraceptives are to be found in Section 7.3 of the BNF (British
National Formula). I am informed that some contraceptives exist in other
sections but for anything outside section 7.3 you would need to inform us
which drugs you require outside section 7.3. Are you happy to proceed with
a request for drugs in section 7.3 of the BNF?

2.     The NHSBSA only started to capture patient data, i.e. date of birth
and NHS Number, from April 2015 onwards. Prescriptions are held for 18
months in line with the NHSBSA’s records management practice. For
prescriptions prior to April 2015, we only hold patient details on the
paper prescription forms and images of those prescriptions. Your request
would involve manually searching and recording information from several
millions of prescriptions.

Therefore, I estimate that the cost of complying with your request would
exceed the appropriate limit of £450. The appropriate limit has been
specified in [1]The Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004 and for non-central
Government departments it is set at £450. This represents the estimated
cost of one person spending 18 hours in determining whether the Authority
holds the information, and locating, retrieving and extracting the
information.  Under section 12 of the Freedom of Information Act the
Authority is not obliged to comply with this request and I will not be
processing your request any request further as it stands.

If you are prepared to limit your request to only include prescriptions
from April 2015 onwards then we can proceed with your request on that
basis.

Please note that if I do not receive appropriate clarification of your
information requirements within three months from the date of this letter,
then I will consider your request closed.

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of my decision,
