Continuing Healthcare packages of care at home

Dear Humber and North Yorkshire Integrated Care Partnership,

This freedom of information request relates to the ICB's NHS Continuing Healthcare service.

I am interested in packages of care funded under NHS Continuing Healthcare that are provided in the service users own home. So these are most likely to refer to packages of care provided by home care agencies or domiciliary care provider.

Out of these packages of care I would like to know:

a) How many packages involve the commissioning/funding of a nurse for 24 hours a day?

b) How many packages of care fall within the cost bracket of £10,000 to £11,000 a week?

c) How many packages of care fall within the cost bracket £11,000 to £12,000 a week?

d) How many packages of care fall within the cost bracket of £12,000 to £13,000 a week?

e) How many packages fall within the cost bracket of £13,000 to £14,000 a week?

f) What is the budget/cost of the most expensive package of care? This can be weekly or annual budget, rounded to the nearest £1000 to avoid identifying the package by giving exact budget.

If the answers can be given with specific reference to a to f above.

I am writing to request an internal review of Humber and North Yorkshire Integrated Care Partnership's handling of my FOI request 'Continuing Healthcare packages of care at home'.

For you section 12 exemption claim:

You have calculated that gathering this information will exceed the cost limit, but I believe that this is an overestimation of the resource required.

The information I am requesting does not relate to all continuing healthcare packages but only a particular portion of the total. The total number of CHC packages is, in itself, unlikely to be a huge number as this is a a specialist funding stream. Many of those packages will be funded in placements - the number of packages funded at home will be significantly less than the total.

To further reduce the number of relevent files, my questions b to e are specifically for home care packages costing between £10,000 and £14000 - this is likely to be a very small number of cases.

I note that question f) was answered appropriately and I assume this did not involve a staff member having to carry out a manual trawl of all continuing healthcare (CHC) funded packages of home care.

I do not find it reasonable for you to say you do not record the cost of packages electronically. You were able to answer question f) by identifying packages by cost.

So I do not feel you have correctly applied a section 12 exemption.

For you section 40 exemption claim:

Please review this decision, as I believe the exemption has been applied wrongly. Note that I am asking for information which does not allow for the identification of a specific individual.

The data I am requesting is merely a statistical count and the information cannot be cross referenced with other information to reveal any individuals identity.

I note your region covers a large geographical area.
