Continuation of previous thread re: Proposed Traffic Calming Improvements, Dovecliffe Road

We're waiting for Simon Goacher to read recent responses and update the status.

Further to the previous thread by S Patenall and Staffordshire County Council revised plans for the proposed traffic calming improvements, I hereby make a FOI request for the support which justifies the decision of your latest design.

The previous thread (Link https://www.whatdotheyknow.com/request/i...) shows correspondence between yourselves and S Patenall, and refers to complaints from residents from Dovecliff Road which prompted the design. Upon reading the thread it is apparent there has been several complaints from the residents regarding the location of the build out, but only one complaint highlighted which is from the local bus company complaining of sight lines when approaching the village travelling west from Stretton. It then appears the design for the proposed works has been solely based on this one complaint from the bus company. The new proposal, whilst it is far less intrusive to the original proposal, only resolves the issue of sight lines for large vehicles approaching the village and still does not address the problems with sight lines for cars, of which there are a much larger volume on this road. We are concerned the council are going to spend a large sum of money undertaking the proposed works and will fail to address all highlighted issues for this stretch of road.

Can you please provide a copy of the Designers Risk Assessment to show what the design has been based on?

" Dear Mr Goacher,

Thank you for your email dated 7 July 2020 on the subject of the proposed traffic calming measures at Dovecliffe Road Rolleston requesting a copy of the “Designers Risk Assessment”.

Designs for highway improvement projects follow the guidance and mandatory requirements contained in the Design Manual for Roads and Bridges (DMRB) and are subject to independent Road Safety Audits at different stages of the project. However we are still at the consultation stage and as such have yet to undertake the first Road Safety Audit. The requirements of the DMRB are themselves inherently based on safety based principles which stem from years of experience and research into all aspects of highway design. We don’t therefore produce what you term a “Designers Risk Assessment” as such, although later on in the design process we document such hazards and risks in accordance with the requirements of the Construction (Design and Management) Regulations 2015.

The project originated though what is termed the ‘Divisional Highway Programme’ where a brief is produced by our client at Staffordshire County Council which for this particular project can be summarised as follows:

Background

“The C91 Dovecliffe Road forms the main link between Rolleston on Dove and the A38 at Claymills and onward into Burton. When approaching Rolleston from Burton there is a chicane type build out which is situated on the inside of a bend near to the brow of a hill. Beyond this build out vehicles park in front of some terraced houses.

As vehicles pass around the build out when entering the village they are sometimes met by vehicles emerging over the brow of the hill unsighted and have to take evasive action to avoid the vehicle but they are restricted from moving too far back onto their own side of the road by parked vehicles. There is concern that an accident may occur as a result.

Overall Aim of the Project

The aim of the review is to look at location of the build out in terms of its safety and to consider if it can be located slightly further into the village so as to improve forward visibility.

To consider gateway features that reflects to drivers that they are entering a village with an active community.

To consider if additional parking restrictions can be provided by the speed cushions (as per plan) to create a gap to aid passing vehicles.

To recommend alternative options”.

As you are aware An initial proposal was consulted on in 2019 which would have reduced the availability of parking outside certain properties which proved to be unpopular with some residents and resulted in a number of objections which were accepted by the design team. The proposals were scaled back to have less of an impact on residents that need to park outside of their property. The measures were issued to residents in June 2020 as part of the formal consultation process and I note that on 7 July 2020 you have formally objected to the latest design. Please note that we will consider all objections received in the near future and respond directly to those residents that have objected including yourself.

On receipt of your FOI request, and your concerns raised therein, I have carried out a review of the design in terms of the inter-visibility between the build outs at either end of the proposed site and it does appear that your concern is valid for car users. Having measured the inter-visibility on site it is evident that a minor adjustment to the location of the build out (approximately 1m in a north-western direction) will be needed to ensure that car users will be able to see over the brow of the hill all the way through to the other end of the site.

The service take this opportunity to thank you for taking the time to contact the County Council and raise this issue as a concern. Please be assured that steps are being taken to amend the drawing and this will feature in future correspondence required to progress to completion the TRO process."

Thank you for the response which I will look to respond fully in due course, however I have a couple of additional queries relating to the same point which I would be grateful if you could provide clarification on first. Can you confirm if the proposal is solely based on the complaint raised by the bus company through the DHP portal only? If so, if the complaints that we, as residents, have already registered verbally are transferred to the DHP portal, will they be considered in the design? It is hard to believe the current design proposals are considering all known complaints for this section of road.

Also, as you have mentioned there is a slight change to the existing proposal, will this go back out to consultation? We have yet to receive a response to our own TRO responses and moving the chicane, albeit only 1m, could make a significant difference in the effect it has on the immediate residents availability for parking in that area.

Over the past five years there have been regular requests made by residents in Dovecliff Road over the location of the build out. Most recently a representation from a local bus operator was received by the highways authority and these requests have resulted in a scheme being proposed to review solutions to the problem. Any more recent comments in light of the proposals are taken into account in attempting to deliver the final scheme.

Also, as you have mentioned there is a slight change to the existing proposal, will this go back out to consultation?

We have yet to receive a response to our own TRO responses and moving the chicane, albeit only 1m, could make a significant difference in the effect it has on the immediate residents availability for parking in that area. A letter to the residents nearest the build out will be issued to give them a chance to respond to the minor change. All objections received within the time allowed for responses will be considered and will form the basis of an Objections Report and as necessary those residents that have raised a formal objection to those proposals will be contacted in due course.
