Dear Merseyside Fire and Rescue Service,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Merseyside Fire and Rescue Service's handling of my FOI request 'Contingency plans - alien invasion'.

I resent the label "vexatious" and believe that it has been incorrectly applied.

It is the duty of the emergency services to develop contingency plans which are intended to cover all eventualities, no matter how unlikely, such as a 747 crashing into Everton Football ground on a Saturday afternoon, or a Nuclear submarine emergency close to Liverpool docks.

Of course, plans may not be for specific explicit circumstances, but elements of existing plans would no doubt be applied. There must be some plans in existence which would be applied to the circumstances which I cited. Those plans should be subject to the FoIA and I am entitled to request details of them without automatically being labelled 'Vexatious'. This is the first such request that I have made to the authority, if it was my 3rd or 4th similar request I could understand the label.
