Contacts with Lancashire business leaders on fracking protest

Dear Home Office,

A report in The Times on 11 March 2017 about opposition to a fracking drill site near Blackpool stated that "after complaints to the Home Office by local pro-business leaders, Lancashire Police are taking a tougher line with the protesters, some of whom are anti-capitalist activists."

Please can you provide copies of correspondence between any Lancashire business organisations and the Home Office regarding the protests at Preston New Road since the start of January and any subsequent or resulting correspondence between the Home Office and Lancashire Police?

I am writing to request an internal review of Home Office's handling of my FOI request 'Contacts with Lancashire business leaders on fracking protest'.

My request was made on 13 March and you should have responded within 20 working days. On 11 April, you indicated that it was necessary to extend the response period to 12 May.

That date has now passed too and there has been no further indication of when I might finally receive a reply.

Dear FOI Requests,

On 22 May, the outcome of your internal review acknowledged and apologised for the fact that your extension of a response target had lapsed without a conclusion to my FOI request. You did say, however, that my request was "under active consideration and is being treated as a matter of prioritY".

My understanding of a "matter of priority" was that any further delay would be minimised as much as possible but a further week has passed without any update. It has been two and a half months since I made my original request.

Regrettably, it seems I have no choice but to make a formal complaint to the Information Commissioner's Office unless I receive a response to my request by the end of today.

It has now been five months since my original information request was made. Two months have passed since you indicated you were considering using exemptions in sections 31 and 36 of the Act before answering my request.

I am aware that a caseworker from the Information Commissioner's Office contacted you on 10 August following my complaint to them. This seems to have had no effect.

Please can you give me an indication when you will have a decision and when will make a response?

Please note that the Information Commissioner's Office issued Decision Notice FS50684097 on 19 September 2017 finding that "the Home Office has breached section 10(3) of the FOIA as it has failed to give a substantive response to this request within a reasonable timeframe".

You will know that failure to now respond to a decision of this kind as quickly as possible may result in action pursuant to section 54 of the Act and may be dealt with as a contempt of court.

I urge you to comply with your duties under the Freedom of Information Act, stop blocking my request and give me an answer immediately.
