I would like to make an inquiry to the BBC with the intention of obtaining access to information obtained during a journalistic investigation. I appreciate the Freedom of Information Act does not cover journalist content, so I would like the following information instead:

1) Who has the authority to authorize access to information obtained for the article "Council policies 'inconsistent' with climate goals" (https://www.bbc.co.uk/news/science-envir...), written by Shelley Phelps and published 13 August 2021?

I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'Contact details for enquiry'.

My request for enquiry information was refused on the grounds that I requested information that "is held for the purposes of ‘art, journalism or literature’". This is a patent mis-characterisation of my request, as I did not request any journalistic content. I have simply requested information relating to who I direct an enquiry to regarding BBC content. Since an enquiry to the BBC can easily fall outside the remit of "art, journalism and literature" then the FOI Act does not provide grounds for denying me access to such information.
