Consultation with ANMAC on DVOR Rationalisation Interim Overlay Policy

VOR Rationalisation
In 2008 there was widespread consultation to reduce the number of VOR ground based navigation beacons from 46 to 19.
As a result of the postponement of the airspace change to facilitate that rationalisation an interim solution now needs to be introduced to cover the period 2019 to 2025.
As a result NATS has developed a generic set of safety measures to enable coded overlays of routes in lieu of the DVOR information. Provided there is no change to the routes over the ground there will be no need for a separate airspace change proposal.

Interim DVOR Overlay Policy – The policy will be consulted on through a NATMAC
consultation. Airports must develop their mitigation strategies to ensure there are no un- intended consequences.
NATMAC consultation to focus on the question of the content of a draft AIC and does it provide sufficient guidance; not a consultation on DVOR rationalisation.
Under the Environmental Information Regulations, please can you provide information held by CAA on
1. The membership bodies that are included in ANMAC who have been invited to participate in this consultation.
2. The document that was issued for this consultation
3. If not included in 2, information on the definition of what "no change to the routes over the ground" is taken to mean if the use of an interim overlay may result in environmental change from a narrow concentration of flights instead of a previously dispersed distribution and/or variation in flight altitude.
