Your request has been considered under the requirements of the Freedom of Information Act, and I can confirm that TfL does hold the information you require.

Please find attached a copy of the Consultation Toolkit in PDF format broken down into chapters.

Our response is not exactly in the format you requested, due to the accompanying CD-ROM being superseded by a dedicated area for consultation guidance on TfL's Intranet. This makes it easier for all members of the organisation to use this Toolkit effectively. The attached documentation has therefore been converted from that source.

Following your later correspondence on 29 April, I had assumed you had withdrawn your request as you had then found the consultation policy that had previously been attached. I now understand that you still wish to request the other documents that you believe are missing from Toolkit.
