Dear Department for Work and Pensions,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Consultation on explicit consent'.

In your reply you state "We have discussed this issue at several Universal Credit stakeholder engagement meetings, including the Strategic Landlord Forum, the Scottish Landlord Forum, the Local Authority Engagement forum and Citizens Advice liaison workshops"

Please provide the minutes of those meetings. I doubt collating those minutes from your stakeholder engagement team would exceed the cost limit.

Yours faithfully

Dan Manville

Just in case anyone's watching this I am in discussion with people about a complaint to the ICO in this matter. I expect to file the complaint next week.

Dear DWP Strategy Freedom of Information,

“DWP claim to have carried out a consultation with stakeholders regarding their new policy but now claim producing the consultation documents would breach the costs limit. I struggle to comprehend how a single consultation’s documents would not be kept in one place; to claim it would breach the cost limit seems perverse to me. My request was for minutes of meetings i.e. existing documents. I cannot understand how it could take the DWP more than 3.5 days to identify the relevant meetings and locate the minutes of those meetings.
I have tried to refine my request as suggested. Please provide the minutes of the meetings of the Strategic Landlord Forum, the Scottish Landlord Forum, the Local Authority Engagement forum and Citizens Advice liaison workshops held between January 2016 and March 2018, at which the policy on explicit consent in Universal Credit was discussed, and any associated materials provided to the attendees of those meetings, or discussed at the meetings, about the policy on explicit consent. If these minutes and papers are already publicly available, please direct me to where I can access them.”

Yours sincerely,

Dan Manville
