The request has been considered under the Freedom of Information Act 2000.
The response to your request is as follows:

 

 1. List of organisations consulted “for advice” is none. The Council
conducted a general consultation on the draft strategy and received
comments on the strategy but did not seek “advice” from any
organisation. Payments made for advice is consequently £0.
 2. N/A for the reason set out in 1. above
 3. No risk assessments were carried out nor an Equalities Impact
Assessment. The EIA/ Public sector equality duty does not say there is
a legal duty to complete an EIA or risk assessment as such. That said,
the processes we have used in gathering data, analysing aspects of
inequality, consulting over our strategy, and engaging with staff and
other stakeholders on an ongoing basis means we meet these duties. The
other specific duties for the PSED include a requirement to publish
our equality objectives and reporting progress against these. The
recently developed strategy amended previous objectives replacing them
with new ones and our proposals for monitoring progress and reporting
this will demonstrate that we meet the other requirement. The EIA
process is about understanding a situation, considering what we know
and what might happen out of a set of proposals or changes, and if
these could lead to discrimination or further inequality, trying to
avoid or reduce any unlawful or other discrimination etc.  You could
say that we commonly use EIA as a tool to aid with decision-making and
this covers all 9 protected characteristics. A specific EIA wasn’t
done on the strategy – it was really integral within the processes.
 4. A six-week period of consultation on the draft Strategy was undertaken
between 13 December 2021 and 21 January 2022.

I apologise for the delay in responding to your request and hope this now
satisfies your request.
