Consultation documents for East Grinstead parking changes

Dear West Sussex County Council,

I am seeking information on the recent consultation allegedly undertaken on proposed changes to parking restrictions in east Grinstead and of the reviews of the effectiveness of previous parking schemes. I wish to see records of all comments submitted during the consultation either direct or at the sessions at the library, how these were collated into a report and how the comments were reviewed and considered. I wish to see full minutes of the presentation of the report to those making decisions and all associated e-mails , memos and other documents relating to the decision.
I also wish to see all details of the alleged review of the effectiveness of previous schemes currently in place including all observations made on site of the take-up of spaces allocated to residents but previously free for commuter parking.

I wish to see this information in good time to formulate comments on the current proposals.

I refer to your request for information in relation to East Grinstead
Parking Charges. Your request is being processed under the Environmental
Information Regulations 2004.


I am now in a position to respond to you as follows.


Please find attached the following documents


1.   Results from a public consultation held in August 2014. Presented in
a report (attached) compiled by Mott Macdonald Consultants and shared
internally with officers and County Councillors in early 2015. Based on
the findings in this report, a number of initial proposals for changes to
waiting restrictions in East Grinstead were subsequently prepared and
scheduled for further public consultation in 2016.

2.   The link below highlights the 2016 public consultation on the initial
proposals and the report that was considered by the North Mid County Local
Committee on June 15^th. This report and all its appendices can be viewed
by clicking on the agenda papers for the June 2016 meeting and the
discussion/decision that followed can be seen by clicking on the minutes.


3.   Copies of e-mail responses sent directly to me or Democratic Services
as part of the 2016 consultation (already sent separately to Paula). While
all of these comments were considered they may not all be specifically
referred to in the CLC report. As an example, numerous comments were sent
to Democratic Services in the days leading up to the June CLC meeting,
after the report had been completed. However, they were referred to
verbally at that meeting.

4.   A capacity table, indicating the take up of permits street by street
within the CPZ as of June 2016. This table is provided to WSCC by MSDC and
is updated monthly as part of the on-going monitoring of the CPZ as well
as parking in Mid Sussex generally.


The information that has been redacted from the disclosed material
constitutes third party personal data and therefore the Authority declines
to disclose it and the exemption under s40(2) Freedom of Information Act
2000 has been applied.


If you are unhappy with the way your request has been handled, you may
