Consultation about fare and routing changes Droitwich Spa - Stroud

Jake Lewington made this Freedom of Information request to Passengers' Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Passengers’ Council,

The Anytime Day Return fare between Droitwich Spa and Stroud was rerouted from "Any Permitted" to "Not Via Birmingham" in the January 2013 fares round. As I understand it, prior to this change, this was a protected flow. Can you please clarify:

(1) Was Passenger Focus consulted about this possible change prior to implementation?
(2) Was Passenger Focus made aware of the substantial loss of journey opportunities for passengers using this fare who do not wish to pay a hefty excess in order to use a previously permitted route, especially on Sunday evenings?
(3) If so, did Passenger Focus object to this change on this basis? If not, why not?

In addition, the National Routeing Guide was substantially revised on 9th October 2013, at which point Droitwich Spa to Stroud via Birmingham was removed as a permitted route completely. Can you please clarify:

(4) Was Passenger Focus consulted about this possible change prior to implementation?
(5) Was Passenger Focus made aware of the total loss of journey opportunities for passengers wishing to travel via Birmingham? This route can provide the fastest journey at various times of the day.
(6) If so, did Passenger Focus object to this change on this basis? If not, why not?

Yours faithfully,

Jake Lewington

Dear sir/madam,

I realise that there was an error in my original email.

The paragraph,

"In addition, the National Routeing Guide was substantially revised on 9th October 2013, at which point Droitwich Spa to Stroud via Birmingham was removed as a permitted route completely."

should instead read,

"In addition, the National Routeing Guide was substantially revised on 9th October 2013, at which point Droitwich Spa to Bristol Group via Birmingham was removed as a permitted route completely."

Questions 4, 5 and 6 therefore relate to the alteration of permitted routes between Droitwich Spa and Bristol Group, not Stroud. I apologise about this mistake.

Yours faithfully,

Jake Lewington
