Thank you for your email of 12 February 2013 requesting  the following
information.

 

1          Please could you let me know what feedback you have had
from ILF users after the Government’s decision to close the fund in 2015?

 

The ILF doesn’t hold feedback from ILF users regarding the Government’s
decision to close the ILF in 2015. Anecdotally, the letter that we sent to
all ILF users to let them know of the decision prompted a slightly higher
volume of calls than usual for a limited period. The nature of the
majority of these queries was to clarify understanding of information
provided in the letter.

 

2          Have you had users contact you to say they had difficulties
with the consultation and if so how many.

 

The ILF received eight complaints from users in relation to the
consultation. Details of these are as follows:

 

·        Five were about difficulties with using the online tool,

 

·        Two were about availability of spaces at consultation events, and

 

·        One was about the length of time it was taking to send out notes
from a consultation event.

 

3          Have you had any users contact you to say they did not receive
information about the consultation and so could not respond and if so how
many?

 

The ILF holds no information about users not receiving information about
the consultation. 

 

We wrote to every user with an information sheet about the consultation,
which included details of how to respond. We also published details on the
ILF website with a link to the DWP consultation page. We also wrote to our
assessors so they could support users when visiting them, and emailed our
network of local authority contact officers across the UK.

 

To deal with any queries about the consultation we set up a dedicated
response team in order to support anyone who needed assistance in
responding to the consultation. In some cases, this included completing
responses on a caller’s behalf where they had no other way of responding.

 

4          Have you had any feedback from Local Authorities or

Organisations about difficulties with the consultation process and if so
what were the views expressed?

 

The ILF received four complaints from local authorities. Details of these
are as follows:

 

·        One regarding accessibility of the consultation events for the
West of England. It also raised concerns about the covering letter sent
out with the consultation questionnaire and the relevance of some of the
questions,

 

·        One complaint on behalf of users who found it difficult to log on
the DWP consultation website.

 

·        Two complaints logged regarding the limited consultation events
and the places available at the events. The complainant felt that this
would cause disappointment and requested that the ILF consider putting on
more events.

 

In response to complaints, the ILF extended the number of places available
at events. We also arranged additional ‘fringe events’ in some locations
where there was the demand. Our response team was in place for the full
duration of the consultation period.

 

The DWP also extended the consultation deadline by two days to allow as
many people as possible to respond.
