Dear Powys Council,

It is understood that over the last few years Powys County Council has engaged a number of business consultants to assist it in the delivery of its
services and the development of the Council's change management programme.

Some of these will have been individuals who are not employees of
the Authority but are hired to provide consultancy or project
management services for the Authority on a contract basis e.g. for
specific projects ( "Individual Consultants").

Others are business consultancies such as KPMG,
PriceWaterhouseCoopers, Hay Group and others who may have been
appointed to provide professional consultancy advice and human
resource to the Authority on projects and on major
procurements ("Business Consultancies") .

Please provide the following information for each of the financial
years 2010/11, 2011/12 and 2012/13.

1. The number of Individual Consultants providing services to PCC
in that year

2. The number of Business Consultancies providing services to PCC
in that year

3. The total amount paid to Individual Consultants in that year

4. The total amount paid to Business Consultancies in that year

5. The amount paid to each of the 20 highest paid Individual
Consultants in that year.

6.The amount paid to each of the 10 highest paid Business
Consultancies in that year.

7. To the extent not included in the figures provided under 1 to 6
above, all future amounts that may under the terms of their
appointment become due and payable to Individual Consultants or
Business Consultancies e.g. conditional on results, savings
delivered, completion of project etc.

8. In addition to the figures requested under 1 to 7 above, please
also provide the same information broken down by the business
unit/directorate in PCC that has commissioned the Individual
Consultants or Business Consultancies concerned.

Note:

(a) Please do not include in your figures the cost of Individual
Consultants or Business Consultancies where the amount paid to an
Individual Consultant or Business Consultancy in that year was less
than £2,000.

(b) Please include in your figures any amounts paid to third
parties for services rendered by consultants e.g. payments to a
consultant's service company, payments to employment agencies etc.

The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.
 
Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.
 
There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.
 
Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.
 
The due date for responding to this request for information is 8th May
2013.

This is to inform you that your request has been considered and I can
provide the following response within the attached spreadsheet.
 
I regret the delay you have experienced with this request. I acknowledge
that Powys County Council has failed in its obligation under the Freedom
of Information Act 2000, to provide you with a response to your request
within the statutory timescale of 20 working days. Please accept my

"Under Section 40(2) of the Freedom of Information Act 2000 some names
have been redacted as they relate to individuals.
We believe that information relating to identifiable individuals
constitutes their personal data and, if released, would contravene the
first data protection principle.
The first principle of the Data Protection Act 1998 states that :
"Personal data shall be processed fairly and lawfully and, in particular,
shall not be processed unless at least one of the conditions in Schedule 2
is met, and in the case of sensitive personal data, at least one of the
conditions in Schedule 3 is also met"
We are obliged to comply with the first principle where we are required to
"handle people's personal data only in ways they would reasonably expect".
It is reasonable in these circumstances that the identity of the
individuals and the information relating to them would not be disclosed in
response to a Freedom of Information request."
