I am writing in response to your request dated 27^th April, 2020.  This
has been dealt with under the Freedom of Information Act 2000.

 

May I first of all apologise for the delay in responding to your request.

 

You asked for the following information:

 

a. Who is/are the incumbent organisation(s) providing professional
technical services to you for engineering design (highways, structures and
drainage) and transportation consultancy?

 

b. When will the current contracts for the services in question a) above
end, and when will they be re-tendered?

 

c. Who is/are the main point(s) of contact for the services referred to in
question a) above?

 

The Council’s response to your specific questions is set out below:

 

 a. Flood Risk and Drainage Management:

 

We have not engaged drainage design engineering services as such but more
hydrological planning services advising on surface water flood risks and
undertaking flood risk studies. Currently we have Jacobs and Pell
Frischmann providing this support.

 

Highways:

Kirklees Council uses several organisations for its professional technical
services.

These are procured via a number of different contracts.  We are currently
in contract with suppliers for the services you mention which include:

o Jacobs
o Pell Frischmann
o SWECO
o AECOM
o Waterman Aspen

Transportation Strategy:

Kirklees Council uses several organisations for its professional technical
services.

 

These are procured via a number of different contracts.  We are currently
in contract with suppliers for the services you mention which include:

o WYG

 

 b. Flood Risk and Drainage Management:

The consultancy services are reviewed based on demand to assist the team
when we have resource issues or plug a specific skill gap as and when
required. So these contracts are not akin to framework contracts so they
are not tendered in a periodic way. They would have been tendered on the
Yortender e-portal so interested parties should regularly review it should
they wish to tender in the future.

 

Highways:

Several of the commissions are for specific pieces of work are therefore
unlikely to be retendered.

These consultancy services are reviewed based on demand to assist the team
when we have resource issues or to plug a specific skill gap as and when
required. So these contracts are not akin to framework contracts so they
are not tendered in a periodic way. They would have been tendered on the
Yortender e-portal so interested parties should regularly review it should
they wish to tender in the future.

Kirklees tend to utilise existing routes to market such as Yorconsult or
the WYCA Specialist Services DPS.

Structures:

Not applicable

 

Transportation Strategy:

All contracts are tendered. Contracts awarded on tender price and quality
are for one-off work streams and as such when work is completed there is
no retendering exercise. Contracts that supply staffing resource are
tendered via the Matrix Procurement route and as such when tasks are
completed the contract resource is released.
