Dear FOI,

Co-design refers to:
'Participatory design (originally co-operative design, now often co-design) is an approach to design attempting to actively involve all stakeholders (e.g. employees, partners, customers, citizens, end users) in the design process to help ensure the result meets their needs and is usable.'

PPI refers to:
'Patient and public involvement (PPI) in research (also known as service user/lay
involvement) refers to an active partnership between patients and/or members of
the public and researchers. Involvement is distinct from participation in research:
patients and the public you actively involve are contributing to the research process
as advisers and possibly also as co-researchers. '

Yours sincerely,

N Robinson

Response: Freedom of Information Request – Reference FOI/2582

Dear N Robinson,

Thank you for your recent clarification relating to Consultancy spend on
co-design and PPI which we received on 12/09/2016.

Please find below, Sheffield City Council’s response to your request:

Sheffield City Council does hold information in reference to the
contractual arrangements and payments we make. Unfortunately upon review
of the information we hold and the manner it is retained we are unable to
provide a response to your request. Our records do not provide a
notarisation to the level identifying consultancy spend on co-design and
PPI. To collate any records that would hold relevant information would
require a review or all individual payments to even confirm if any
relevant information is held. In this case to locate, retrieve and extract
the requested information, and even confirm if it is held, would likely
well exceed the cost limit for dealing with FOI requests under [1]Section
12 of the Freedom of Information Act. For ease of reference, the cost
limit (18hours or £450) is specified in the [2]Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI 2004 No.
3244).

For information Sheffield City Council does make a range of payment
information available to the public through our open data disclosures.
Further details can be found at:

I hope the information we have provided is of help to your enquiries.  If
you have any queries about this response, please do not hesitate to
contact us.

If you are unhappy with the response you have received in relation to your
request, you are entitled to have this reviewed.  You can ask for an
internal review by either writing to the above address or by emailing
[4][Sheffield City Council request email].

If you remain dissatisfied with the outcome of your internal review, you
can contact the Information Commissioners Office. The Information
Commissioner can be contacted at: The Information Commissioner's Office,
Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF, telephone 0303 123
