Dear London Fire Commissioner (London Fire Brigade),

Ribband Star Consultancy Ltd (Directors listed as Robert and Yvonne Scott), posted on Twitter dated 9 September, that it has completed an indepdent review of the training arrangements in London Fire Brigade (LFB) which has been presented to the Fire Commissioner.

- What date was Ribband Star Consultancy contracted by LFB to undertake an independent review of training arrangements in LFB?
- What date did the Independent review on training arrangements in London Fire Brigade (LFB) undertaken by Ribband Star Consultancy Ltd commence?
- What date was the Grenfell Public Inquiry informed that an independent review on training arrangements had been commissioned by LFB?
- What date was the outcome of the review of the Independent Review on Training commissioned by LFB and undertaken by Ribband Star Consultancy, made available to the London Fire Brigade Commissioner and/or Senior Officers of London Fire Brigade?
- What date was the outcome of the above review made available to the London Mayor or Deputy Mayor? If it has not yet been made available to the Mayor/Deputy Mayor, when is it being made available?

Thank you for your email sent on the 27 September 2019, reference subject,
Freedom of information request in regards to  Consultancy. You referred to
a Twitter posted by Ribband Consultancy LTD(Directors listed as Robert and
Yvonne Scott), on the 9 September , that they had completed an independent
review of the training arrangements in London Fire Brigade (LFB) which has
been presented to the Fire Commissioner

 

I am now able to respond to your questions below :

 

1.            What date was the Ribband Star Consultancy contracted by LFB
to undertake an independent review of training arrangements in LFB ?  The
contract was awarded to Ribband Star Consultancy on the 15 February 2019

 

2.            What date did the Independent review on training
arrangements in London Fire Brigade (LFB) undertaken by Ribband Star
Consultancy Ltd commence?

The review commenced on the 25 February 2019

 

3.            What date was the Grenfell Public Inquiry informed that an
independent review on training arrangements had been commissioned by LFB?

The Grenfell Public Inquiry were informed of the independent review on the
18 April 2019

 

4.            What date was the outcome of the review of the Independent
Review on Training commissioned by LFB and undertaken by Ribband Star
Consultancy, made available to the London Fire Brigade Commissioner and/or
Senior Officers of London Fire Brigade?

The  final report was presented to the  Commissioner’s Board on the 9
October 2019

 

5.            What date was the outcome of the above review made available
to the London Mayor or Deputy Mayor? If it has not yet been made available
to the Mayor/Deputy Mayor, when is it being made available?

The final report was shared with the Deputy Mayor for Fire and Resilience
on the 15 October 2019

 

6.            What date was the outcome of the above review made available
to the Grenfell Public Inquiry? If it has not yet been made available to
the Public Inquiry when is it being made available.? 

The final report was shared with the Grenfell Public Inquiry on the 15
October 2019

 

7.            What date was the outcome of the above review made available
to the Home Office? If it has not yet been made available to the Home
Office, when is it being made available?

The final report was made available to the public via the GLA website on
the 16 October 2019

 

8.            Please provide a copy of the report of the outcome of the
above independent review.

9.            What was the cost of the Independent review produced by
Ribband Star Consultancy Ltd?

The original contract had a value of £76,000 (excluding VAT). The value
was increased by a further £12,000 (excluding VAT) via a contract change.
The  final cost of the review amounted to £86,118.68, information on our
contracts is available on the GLA website under the Contracts Register

 

10.         What were the recognised training qualifications of the
consultants that carried out the review?

Tenderers were not asked to provide evidence of their training
qualifications however please on page 58 of the final report you will find
the biography of the consultant who carried out the review.

 

11.         How was the Company appointed for the Review?

Ribband Star was appointed via a restricted, competitive procurement
process.
