Consulation responses to the School Governance Regulations 2013

Dear Department for Education,

I refer to the explanatory memorandum to THE SCHOOL GOVERNANCE (ROLES, PROCEDURES AND ALLOWANCES) (ENGLAND) REGULATIONS 2013 No.1624, coming into effect on 1st September 2013. The memorandum (http://www.legislation.gov.uk/uksi/2013/...) states in relation to the consultation process:

"8. Consultation Outcome

8.1 The principles underpinning the changes being introduced in these Regulations were fully debated with the Department for Education’s Advisory Group on Governance (AGOG) prior to the regulations themselves being drafted for consultation. A full public consultation was therefore not considered necessary. The draft Regulations were subject to a targeted consultation with the Advisory Group on Governance, and through them their members, from 11 February 2013 to 11 March 2013. (....)
8.2 Twenty five responses (of which twelve were substantive) were received to the targeted consultation."

Please send me the responses to the targeted consultation, indicating which twelve of the twenty five are the substantive ones.

I note that the response to my query was due to have been provided by 22nd August 2013, and would remind you that, under the provisions of the FOIA, the statutory time limit for responding is a maximum of twenty working days.

Dear Department for Education,

Thank you for responding to my request, which you did by sending me the information in hard copy. I contacted the department on the final due date for its arrival (22nd August)and was advised that it was being sent by post that day. The information arrived with me on 24th August. I understand the response was not posted on this site due to its sensitivity.

I am grateful for your work in compiling the documents I requested, and for the indication that in future copies of the consultation draft will be posted on the DfE website. However, I would respectfully ask you to note that the legal requirement for FOI requests is to respond "promptly" rather than "at the very end of the allotted time".
