Dear Mr. Walters,
Thank you for your request for information, which was received on 5th December, 2020 and has been dealt with under the Freedom of Information Act 2000.
The specific information you requested was contained in your email below.
We have given your request careful consideration and are of the view that it cannot be complied with for reasons I will set out below.
Responding to your request would require us to gather data from a number of sources; Property Design, Building maintenance, Engineering Design and anyone else who commissions works etc the list is not exhaustive and will include other departments not listed.
Time would be focused on:
• Reviewing multiple records i.e. databases, spreadsheets etc to analyse and collate the data
• Formulating the data to present in the required format
• Liaising with other multiple departments who would also commission both works and consultants and their cumulative time to present the data requested
Under Section 12 of the Act, a public authority is not obliged to comply with a request if it considers that to do so would exceed the appropriate limit. This limit is defined in The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 as £450, which equates to 18 hours of work at the standard rate specified in the Regulations of £25.00 per hour.
If you disagree with this decision or are unhappy with the way in which your request has been dealt with, you are entitled to complain in the first instance to:
The Head of Administration & Law
Carmarthenshire County Council
Email: [email address]
If you remain unhappy with the handling of your request or complaint, you have a right to appeal to the Information Commissioner at:
The Information Commissioner's Office
Telephone: 0303 123 1113
There is no charge for making an appeal.
ICT & Corporate Property/ TG a Pholisi Corfforaethol
Chief Executive’s Department/Adran Y Prif Weithredwr
Carmarthenshire County Council/Cyngor Sir Gaerfyrddin
Allanol/External (01267) 224498
Thank you for your response. You have provided a list of reasons not to comply with the request which are outside the the specific request, I find it odd that a list in the way I described is unobtainable, surely this would be in an annual report of council expenditure, what was paid to who, example. Company name , Construction Project awarded, How much it costs, and original budget.
Anyway If I submit a new request or amend this request to name specific companies, are you then able to comply with my request ?
