Clarification required for question “Please confirm the value of annual
support/maintenance services (in £)” .Please can you be more specific as
to what support /maintenance you are referring to regarding this question.
 
Exemption - In line with the provisions of the Freedom of Information Act
2000, I am unable to comply with your request because I believe that it is
exempt from disclosure under Section 31(1) (a) (Law Enforcement) under
Part II of the Freedom of Information Act.
This is a prejudice based exemption.  Upon consideration I feel that
disclosure of internal ICT procedures, infrastructure, hardware and
software would be likely to prejudice the prevention of crime by making
certain information public which could compromise the security of our ICT
network e.g. a cyber-attack.
As this is a qualified exemption, I have also considered whether in all of
the circumstances of the case, the public interest in withholding the
information outweighs the public interest in disclosing the information.
In reaching my conclusion I have considered the following factors in
favour of and against disclosure.
In favour of disclosure:

• None identified due to the internally focussed scope of the request. 

 
Against disclosure:

• Puts the Council at an increased risk of having its ICT network
security breached which would disrupt council business and the
services it provides to its customers and residents.

 

• Disclosure of information about ICT security systems/ hardware /
software and policies and procedures would make the Council’s ICT
systems more vulnerable to criminal activity.

 

• Releasing details of the ICT department policies and procedures,
infrastructure, hardware and software would provide information which
could be used maliciously against our systems. It could also prejudice
both the prevention and detection of a crime. 

 

• Attempts to breach the security of the Council’s ICT systems could
lead to a loss of confidentiality, integrity and potential
availability of information on an ICT system. Consequences of
potential security breaches may include some or all of the following:

 

• Unauthorised disclosure of information
• Breaches of physical security arrangements
• Theft or loss of software
• Malicious software (e.g. computer virus)
• Loss of service

 

• The threat of cyber-attacks is an increasing risk which all public
authorities have to play close attention to. The public interest lays
in the Council having adequate and effective ICT infrastructure,
hardware, software, security and procedures in place to reduce the
risk of an attack and protect customer, business, resident and staff
data. Disclosing information on our internal processes to mitigate
such risks does not serve the public interest neither does the
disclosure of information about our ICT infrastructure as it could
lead to targeted cyber-attacks and an increase in the probability that
an attack would be successful.

 
In all the circumstances of the case I have therefore reached the decision
that the public interest in withholding this information in relation to
this exemption is greater than disclosing it.
 
 
I hope that you are satisfied with our response. However, if you are
dissatisfied in any way with the handling of your information request your
next step would be to clearly state in writing why you are dissatisfied
and the Council will treat this as a formal complaint in accordance with
our Compliments, Comments and Complaints policy. The policy together with
