Conflict of interests
Dear West Mercia Police,
As you are aware you work in partnership with the Safer Camera Partnership and this requires elaborating to me and my associates.
1] Have her Majesty's Courts and Tribunals ‘Service’ HMCTS in Safety Partnerships / Multi Agency Partnerships have vested interests ?
2] Me and my associates would like to see an official document of where all the money from motoring fines goes to in the interests of public interests and safety and this document can be verified with a unaffiliated organisation.
3] The rule of law is very strictly applied to any appearance of a possible bias, that no conflict of interests in court cases in partnership goes on in law, is this the case West Mercia Police ?
4] "This will be a lesson to all ... tribunals to take care, not only that in their decrees they are not influenced by their personal interests, but to avoid the appearance of labouring under such an influence" is this the case West Mercia Police ? Nemo judex in causa sua.
5] By whose authority has the Safer Camera Partnership been given so called authority to enforce speeding legislation and who are the interested parties involvement ? (nemo judex in sua causa)

I write in connection with your request for information dated and received
on 25th April 2017.

nationally are returned to HM Govt Treasury, no fines revenue is retained
in force.

enforcement by the Chief Constable.

FREEDOM OF INFORMATION REQUEST REFERENCE NO: 8431. Review Request
Please be advised that your correspondence of 7th November 2017 has not be
dealt with as an internal review as the request falls outside of the
force`s time limit for conducting a review.
Also, An internal review provides the opportunity to have the decision
made when processing a FOI request to be reviewed. In this instance, the
