Confirmation of vulnerable person policy

Response to this request is long overdue. By law, under all circumstances, Leeds City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Leeds City Council,

Under foi

Please confirm

leeds city council has never allowed their enforcement agents subcontracted under the 1996 act to

indemnify themselves against prosecution after a failed levy .

They have never allowed a enforcement agent to present to a person under mental health care a indemnity against prosecution after they have made a hugely unlawful ,abusive and excessive failed levy ?

Please confirm this has never happened and if it had it would be a clear breach of the agents responsabilities under their mutual contract .
Please confirm it would never be ok for a vulnerable person or any person to be economically and financially abused in this manner.

Yours faithfully,

steve prkns

you have failed as per the icos request to answer each question raised within the body of the original question .you have failed to answer questions which are not opinions but of which the answers are contained within your contract and your code of ethics.please reanswer every freedom of info request under each question so the public are aware of your answers

it also allows us to point out where we believe you are deliberately obstructing

we do not accept amalgamated answers aimed to frustrate and obstruct

IMG.Requests, Leeds City Council

Dear Steve,

I am sorry you were not happy with the response provided to your 25 requests. I have reviewed your concerns as the manager of the information management and governance requests team and provide the following response in accordance with stage 2 of the councils complaints procedure for freedom of information requests.

Having reviewed your 25 original requests, I consider that amalgamating the questions was a fair and reasonable way to respond as all the requests you submitted related to broadly the same matter. As such I do not believe there is any requirement to provide separate responses to each of your 25 requests.

In addition having reviewed the response to your questions I consider that appropriate responses have been provided in all cases where your questions are for recorded material held by the council, and not requests for the opinions of the council on particular matters. I do not therefore uphold your appeal.

This concludes my response at stage 2. If you remain dissatisfied you may contact the information commissioner's office via their website, www.ico.org.uk.

Dear IMG.Requests,

Olivia

this response is further to our letter to the ico to show them again how you have ignored the requests that other councils have managed without fuss

i am happy to accept any answers under their correct question but will not accept amalgamated answers where you try to obstruct the public seeing your answers or the lack of them

You are well aware you cannot claim exemption without stating which questions you are claiming exemption from .

You are not entitled to pick and choose which questions you decide to answer. If you answered honestly we would not have the need to use freedom of information

This response is to tell you this has been reported to the ico particulary in the light of you ignoring their last letter to yourselves

Answer the requests or tell us specifically which questions you believe are exempt
Yours sincerely,

steve

these cannot be amalgamated as they are broadly the same question

you have ignored the serious questions and under foi they should be answered.the reason for the need to amalgamate is the long term obstruction and frustrating of myself in order to cause further mental health damage.these questions are requred to be answered individually as there is no defence not to answer as being broadly similar as well you know

Dear IMG.Requests,

as you are aware a person cannot be vexticious and this request is different to the ones you didnt answer before

you are well aware you cannot simply assume exemptions and given the content of this relates to mental health i would ask that you try beat your record of answering within20 days

refusals to answer regarding vulnerable people is a dangerous game to play in pursuit of continual abuse and denial .i suggest you answer this and any other questions regarding to your care act responsabilities

Yours sincerely,

steve
