Dear Brighton and Hove City Council,

Please confirm that Doug Simmons ex chief of Sussex police for licensing procured in 2005 a licence for St Mary s Convenience store in Eastern Rd ( former Tile shop ).Jeanne Lepper chaired that licensing panel ,she told me Doug Simmons was the agent and who Doug Simmons was prior to achieving 158 licenses and that Mr Patel hated us.

I have a letter from Councillor Morgan who attended the hearing ,as i did not attend as i was visited and threatened by Jez Bolten from the licensing department ,followed by police calls .

I will clarify please confirm that Doug Simmons ex chief of Sussex police for licensing in 2005 obtained a licence for St Marys Convenience store Eastern rd (former tile shop).

“We assume that the premises in question is St Mary’s Convenience Store,
232 - 234 Eastern Road, Brighton, East Sussex, BN2 5JJ, licence number
2006/01282/LAPREN.

 

An application was made in August 2006.  Mr Doug Simmonds was not the
applicant.  He was acting as a licensing consultant on behalf of the
applicant.  As far as we are aware, he was never Chief of Sussex Police,
we believe he was a police licensing officer.

 

There were three representations including your own and the application
was heard by a licensing panel.  Here is a link to the minutes of that

I have a photograph of the blue notice of the licence in the window of the tile shop with his name on it ,i also have a copy of the licence (i was threatened with security when i asked to look at it ),i even contacted Doug Simmons ,and i am in contact with the lady who objected whom was not threatened by a member of the licensing team so she attended the panel hearing ,i am sure that Jeanne Lepper and councillor Warren Morgan ,will tell the truth regarding this serious issue ,as Des Turner MP was compromised by his correspondence to me regarding a vital meeting with him ,the licensing litigator who was on the court licensing list with Doug Simmons told me who he was and his rank ,he knew him well strange that a licensing litigator of 30 years would get such a vital fact wrong ,i spoke to him i also went to his practise at the time, he knew of this licence ,when i asked who Doug Simmons was answerable to ,he told me the council are you calling him a liar.The council have not only lied throughout this process but threatened and systematically abused, slandered and allowed an innocent person to be abused in the most unimaginable way over years since a back room deal was done on my elderly mothers property when she put it up for sale ,public money was used right into the court room huge amounts of public money to aid and abet this business (although owned privately by a Mr Patel ,can you explain that ? )and its connections this was an alcohol distribution centre and police records were doctored ,destroyed my name slandered to give credibility to this criminal bussiness and the most serious organised crime not reported on purpose a campaign of shocking abuse and criminal damage to property with the council and police saying get out of your home .

The civil servants involved have lied behaved in the most unscrupulous manner throughout with no regard for the law or the public,to make huge profits from alcohol ,my life and health was ruined but the unchallenged set up in the town between landlords ,this council and the police ,people of honest strong character are disgusted enough and care enough about out town and democracy to take this on ,the MPs and health care professionals should have cared about the shops now selling two bottles of wine for six pounds ,selling to children and selling adulterated alcohol ,i could walk through this town and name every shop that Doug Simmonds ex chief of Sussex police achieved licences for they are very obvious all 158 of them ,so instead of spending 54,000 pounds making sure two Sainsburys did not get licences to challenge this monopoly of shops why wasn't the real issue regarding the proliferation of these unwanted shops in residential areas honestly reported .

It is incredible that senior police officers and civil servants brought the worst elements of crime to my home ,the contempt for the public and peoples health not to mention children ,leads me to believe the wrong people are running this beautiful town .

You continue to lie in print ,how dare you put a member of the public through all of the pain i endured for organised crime ,start being honest in your dealings .

The council state that Doug Simmons was not the applicant but if his name appears on the license above the door of these premises, then either he was the applicant personally, or there was a fraudulent application by someone else.

This needs some investigation to establish the facts and in whose name the license is showing on the premises. Should this be Doug Simmons and he did not appear on the application then the council would have a duty to investigate.

It is apparent a cosy relationship exists between the council and Simmons as the response shows knowledge of his previous position with Sussex Police. What is his present role exactly given he was the Police head of licensing allegedly?

My twin brither died of a heart attack last week ,the immeasurably damage caused over many years by the senior civil servants and police officers to my family over their crminality and sanctioned abuse to nice people in thier own so that a monopoly of criminal businesses can sell to children ,two bottles of wine for six pounds ,or adulterated with lethal substances ,lies throughout ,should be investigated at the highest level i will in his name make sure everyone concerned who colluded and mislead including the MP who lied and the one who did nothing ,my file in his memory will land on many desks and every newspaper other han the Argus .M Gribbin

Dear Wendy Kassamani,

Please could you respond as required by law to the above request ,i have proof that Doug Simmonds obtained this licence for St Mary s Convenience store including 157 other new licenses which you refuse to name or the landlords of these properties .

Brighton and hove city council have been responsible for the most terrible threats and abuse ,so that a former tile shop could operate as an alcohol distribution centre including money changing hands in the street straight off of a lorry from the port ,the council have mislead and i believe been responsible and colluded in the most serious crime damage to property abuse of the elderly ,destroying police records aiding hate crime and personally putting my life in dangerfor the above named property .

Sussex police in collusion with senior members of the council laughed at extensive long term abuse ,the police purposely did not record the most serious of crime related to this business and did not respond to 999 calls including contacting my Doctor to make sure the abuse did not appear on my medical records ,my footage went to customs and excise regarding the above named property resulting in a swoop of several shops in Brighton ,they were also made aware that senior civil servants and police officers were involved ,yet still these businesses retained licences many of them you have refused to name ,i have been made aware from several sources ,that the town is very corrupt and that certain lodges in the city are a meeting ground for these types of set up ,in particular the landlords of all these 158 newly licensed premises (a monopoly set up ).

It is in the public interest if public money and people paid out of the public purse are indirectly involved in crime especially if there is a danger to the health of our local children through the illegal sales of alcohol, or to our health from selling lethally adulterated alcohol please respond in full to the above request.

Since these requests have been made to the council, I have been looking at the places which have licenses locally. I have noticed very many of these do not display the name of the license holder above the door. It is sometimes placed so as it is impossible to read this. I am not an expert on the licensing laws but think the name of the license holder is supposed to be placed so as it can be read by members of the public.

It should be borne in mind that this may be to stop people knowing who holds these licenses. What is the reason for this? Could it be that the people concerned want to hide their details? What does the council do to enforce the licensing laws and requirement for the name of the license holder to be available to the public?

I was made aware that Doug Simmons was ex Chief of Sussex police for licensing by two sources one being Jeanne Lepper wife of the retired labour MP and chairing the licensing panel and Inspector Whitehead was in charge of licensing at the time .
Along with the abuse and laughing at serious crime from him and his officers and the shocking shouting and threats from the civil servants involved in this abuse on behalf of i guess 158 newly licensed shops ,i was left under no illusion that i was dealing with quite serious corruption issues in the town ,a licensing solicitor on the same court list was very precise regarding Doug Simmons ,i did not attend the panel hearing because i was visited and threatened by Jez Bolten from the licensing department who said this business would definitely be getting a licence and i could incrimnate myself if i mention the years of abuse to my elderly mother and harassment in her own property by Mr Patel the landlord her police records were destroyed and you took ststements off of people involved in the most serious crime .The civil servants and planning officers involved behaved like gangsters ,they were abusive and threatening ,public money was spent on a lawyer to procure the licence for this supposedly private business ,when Brighton and Hove city council were summoned to court over there threats for this licence you overturned a PTR in the court for this business making a mockery of the licensing panel and the court appeal system .

Senior civil servants and police officers who think years of harrassment hate crime criminal damage to property and licensing crime is acceptable should be investigated as this business will be .Customs and excise swooped into Brighton after seeing my footage and being made aware that the police and civil servants are involved ,no prosecutions and now a planning request for a take away .

The council overruled Sussex police regarding this businesses fitness to have a licence but apparently from the top down hate crime abuse of the elderly and serious criminal damage over many years is oK ,i think the public and businessess across the town who struggle need to be aware of the going rate to have planning parking and licensing laws waived ,who do they have to speak to .You destroyed my life and my health using public money for serious crime you stopped logging serious crime and twicwe did not respond to 999 calls when an attempt was made on my life ,you have lied repeatedly as a council and i have enough informatiom from many sources regqarding the sheer crminality going on in Brighton .

Doug Simmons Did get the licence for St Mary s Convenience store in Eastern Road Kemptown his name was on the bottom of the blue piece of paper hardly noticeable to the public in the window of the then tile shop ,he was at the licensing panel hearing representing the licence holders who, remember in my threatening visit from Jez Bolten of the licensing department assured me he was definitely getting a licence he was emphatic on that point ,so why the waste of public money on a pretend panel hearing ,or the waste of public money in the court room, when you as a council overturned a PTR and used public money for solicitor Rebecca Sidell to argue for what on the deeds is a privately owned business ,to get the licence in court .

This business went on to distribute vast quantities of alcohol around the clock a nightmare in a small residential street ,the violence and sanctioned abuse directed at me a member of the public and sanctioned by the most senior civil servants and some police officers was shocking and needs to be investigated outside of the town
