Dear Alexandra Gallagher

Request for information: Conditions of Funding for Stonewall Scotland

Reference: argyllbuteir:15089.

I refer to your request for information which was dealt with in terms of
the Freedom of Information (Scotland) Act 2002 (FOISA).

I have provided the following information in fulfilment of your request:

Under FOISA please supply me with Information contained in your records as
follows:

The full conditions of funding for Stonewall Scotland?

To be clear please supply me with the total amount of funding being
provided per financial year to Stonewall Scotland since the first FY of
funding and the full conditions of funding for Stonewall Scotland.

All our schools were contacted and one school confirmed the following
direct payment to Stonewall Scotland since 2015-2016 (the earliest records
they hold):

School Academic Year Total amount Details
paid
Dunoon Grammar 2017-2018 £150 Stonewall training course:
School ‘Becoming a Champion School’*

Our Education Finance team also confirmed two central payments to
Stonewall Scotland since 2016-2017 (the earliest transactional records
they hold).

Academic Year Total amount paid Details
2017-2018 £100 to Stonewall Equality Stonewall ‘Train the Trainer’
Ltd (which we assume is the course – there are no details
same body as Stonewall available as to where this took
Scotland) place.
2019-2020 £200 to Stonewall Equality Fee for Education Officer’s
Ltd (which we assume is the attendance at Stonewall Scotland
same body as Stonewall Education Conference at the
Scotland) Radisson Blu Hotel on 22 May
2019

Please supply me with the conditions of funding, which stipulate what
criteria is expected by your council for Stonewall Scotland service for
the funding awarded to Stonewall Scotland to achieve in real terms.

The above payments were fees for services rather than ‘funding’ and, as
such, there were no conditions stipulated.

Please also advise if Stonewall Scotland have been rolling out training in
any of your local authority Schools?

All our schools were contacted and two schools confirmed the following:

School Academic Year Details
Dunoon Grammar School 2017-2018 Stonewall training course: ‘Becoming a
Champion School’ (*as detailed in the
first question above) - 1 day training
course for 1 member of staff held in
Stonewall HQ in Edinburgh
Tarbert Academy 3-18 Unknown Head Teacher advised that their
(Secondary) previous PSE teacher has since moved
on, therefore no further details are
held within the school - however he is
sure that the Stonewall group did
visit the school at some point since
2015-2016.

If so please state what schools have received Stonewall Scotland?

As above, Tarbert Academy’s Head Teacher believes that Stonewall Scotland
visited the school at some point since 2015-2016, however the staff member
involved has since left the school so no specific information is
available.

Please also state what professional standards and reporting is required to
comply with the conditions of funding, this is to ensure the Scottish
Government are provided VfM whilst not cutting back on Quality.

Not applicable.  However, I can advise that all expenditure is undertaken
giving cognisance to the Council’s Constitution and in particular the
Financial and Security Regulations and Contract Standing Orders. This is a
public document which can be accessed on the Council’s website:
[1]Constitution (argyll-bute.gov.uk).

Please note, we are aware that some of the other organisations you have
requested information about in other separate requests are part of the
wider Stonewall organisation.  However, to answer your request as fully as
possible, we have asked our Finance department and individual schools to
specifically focus on payments and training that they have recorded under
each of the specific groups you have mentioned.  As such, the information
provided for this particular request only relates to payments or
training/visits where the name Stonewall was mentioned in any of the data.

If you are dissatisfied with the way in which your request for information
has been dealt with you are entitled to request a review by writing to the
Executive Director Customer Services, Argyll and Bute Council, Kilmory,
Lochgilphead, Argyll PA31 8RT, or by email to [2][Argyll and Bute Council request email].

Your request for review must state your name and address for
correspondence, specify the request for information to which your request
for review relates and why you are dissatisfied with the response.

You must make your request for review not later than 40 working days after
the expiry of the 20 working day period for response to your initial
request by the Council, or not later than 40 working days after the
receipt by you of the information provided, any fees notice issued or any
notification of refusal or partial refusal.

further review. You can now do this online here -

You must make representation to the Scottish Information Commissioner no
later than 6 months after the date of receipt by you of the notice or

period of 20 working days from receipt by the Council of your request for
