Concessionary travel passes
Dear sir or madam.
I would like to make a request as regards to the concessionary travel arrangements in your authority under the terms of Freedom of Information Act.
1. Does your authority provide concessionary travel passes to those individuals registered with their local Social Services department as disabled on the grounds of being a mental health user or survivor?
2. If your authority does have such arrangements why was the decision taken to extend the scheme in this way and what arrangements are in place?
3. If your authority does not have such arrangements does your authority have some other arrangement beyond the statuary minimum to provide passes to those with mental health issues?
4. If your authority does not have such arrangements why was the decision taken not to extend the scheme in this way and has consideration been given to extending the scheme in this way in the future?
5. Would it be possible to provide copies of any relevant policy documents you may have?

Thank you for your request for information.
The Local Authority use the Transport Act 2000 as a guideline for issuing
Disabled bus passes. I have attached an application form for Doctors
declaration & Signature which lists the criteria that we use for
eligibility.
A doctor’s signature and declaration isn't required when the applicant is
registered partially or totally visually impaired or profoundly deaf.
Those who have proof that they are receiving DLA mobility component at the
higher rate do not require a Doctor's declaration & signature either.
I have also attached a concessionary fare leaflet that explains the
criteria.
Any changes to local schemes would be based on Government guidelines or
amendments to the Transport Act 2000
I hope that this information deals with your request, however if you are
dissatisfied with the handling of your request, you have the right to ask
for an internal review. Internal review requests should be submitted
within two months of the date of receipt of the response to your original
request and should be sent to Chief Executives Department, Legal Services
Division, Level 3, Civic Centre, , [email address].
If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
