Dear Devon County Council,

1. Can DCC confirm whether or not it has entered into concessionary agreements or contracts with Telecommunication Companies to allow such companies to operate Wi-Fi connectivity systems to operate from DCC owned street furniture, lampposts or manhole covers within the Devon County Council boundaries especially within Exeter City during the period 2015 to 2020?

2. Can DCC confirm that copies of the concessionary agreements or contracts will be made available in response to this FOI request after any justifiable redaction?

3. Can DCC supply a list of the location of the property (i.e. the property owned or leased by DCC) that are currently used to site wireless telecommunication masts installed on the roofs or the external walls of such buildings, and the names of the Telecoms companies that have installed and operate such masts in accordance with contracts and agreements between DCC and the named Telecoms companies.

This list should include all masts located on properties, and the contracts/agreements for all listed masts should currently be in effect.

4. Can DCC confirm that copies of the contracts/agreements for all listed masts will be made available in response to this FOI request after any justifiable redaction?

I am anticipating that my request will be answered in two stages, with answers to all four questions being made initially, with a follow-up response that provides the documentation requested in response to questions 2. and 4., following any justifiable redaction.

I am clarifying below:

The Wi-Fi proposal is in the  'GreaterExeter Digital Connectivity Strategy' prepared by Adroit Economics on behalf of Greater Exeter Local Authorities inMay 2018 and issued as evidence to support the draft GERP go to link: https://www.gesp.org.uk/evidence/
for the portal, then see paras. 2.36 - 2.41 of the document.
  Are any of these Wi-Fi systems currently in use and in, or operating through ECC properties or owned street furniture?
Could you please review the relevant paragraphs and then confirm whether or not ECC has entered into concessionary agreements or contracts with Telecommunication Companies to allow such companies to operate Wi-Fi connectivity systems to operate from ECC owned street furniture, lampposts, buildings, premises or manhole covers within the Exeter City Council boundaries during the period 2015 to 2020?

I am still anticipating your response to the following questions as well as to the question clarified above.
