Imperial College does not hold any reasonably accessible records that would contain the information that you have requested. The only way we could provide the information you have asked for would be to manually review each offer made against that candidate's stated grades received, to extract the information. This would amount to the creation of new information, which we have no need to create for our own purposes. The Freedom of Information Act gives people the right to access records held by public authorities but does not extend to a right to have public authorities create information in order to respond to requests. In any event, the costs of locating and extracting the information would exceed the “appropriate limit” under Section 12 of the Freedom of Information Act of £450 or 18 hours of staff time. We are therefore not able to provide the information that you have requested.
